“Built high on the amphitheatre surrounding Louttit Bay, the Louttit house challenges the typical expectations of a renovated home with bold, yet sensitive addition the Lorne streetscape. A prosaic suburban brick house has been transformed to accommodate an extended family, while presenting as a modest sized house.

Inspired by early “fibro beach shacks” and the beautiful Otway Ranges, fibre cement sheeting and Spotted Gum timbers are evident throughout the interior. Externally, the weathering steel roof shedding water into a generous pebble lined trench when it rains.

Upon entry one is greeted by a long timber clad ‘box’ appearing to be inserted into the dwelling through both levels. Revealed mostly as wet areas within, it also hides an “Alice in wonderland” door to a mattress floored Nook for kids to nap or play “fortress”. The lower level is a dedicated “kids space” (for big kids too), featuring a generous rumpus room, a spa deck and two bedrooms.

The upper or entry level is thermally zoned, with a suspended fireplace partitioning the living and dining areas. From these rooms, spectacular views of the meandering Great Ocean coastline are realized. It’s no wonder that everyone wants to stay at the Louttit house.

Our clients, a recently retired couple were recommended to us and approached with an open brief to renovate a very urban brick dwelling into a holiday retreat to better capture the coastal views and to provide a higher standard of accommodation for their family

Through a fluid, open and trusting design process, we delivered a design that transformed the house, with a result that greatly exceeded their expectations.

The design of the Louttit house is zoned by over two levels to accommodate three generations. At the upper level, an air locked zone accommodates an open planned kitchen and living area with two bedroom suites each with generous Ensuites. The lower level includes two bedrooms; wet areas, a garage, games room and Nook that is covered in mattresses for the grand kids.

Working within the existing shell and by opening up the north facade with large sliding doors capped by a generous skillion roof, the improved spatial qualities and detailing has lead to considerably improved home, better solar orientation and cross ventilation.
An air lock strategically placed at the Entry to the house protects the interior from the effects of winter winds, reducing heating costs.

Sustainably sourced Citriodora maculata was been used extensively as the internal floors and linings. Like the bricks from the original house, these timbers can be readily recycled at the end of the dwellings life.

Externally, the prosaic face bricks were roughly rendered and a straw broom run through the wet mortar, creating a pattern akin to that left on the sand by children dragging a tree branch along.

The Corten clad roof completes the renovation, reflective of but not succumbing to the effects of the nearby corrosive effects of the southern ocean.
A considered landscape design encompassing stone filled gabion walls and native trees, contributes to the textural palate thoughtfully reflective of the Otway’s landscape.

The Louttit house provides a fresh perspective in repurposing an existing , but inappropriate house, transforming it into a contextual, sustainable home that we expect will be enjoyed by many future generations.”

The concept of this house was born by very clear requests from customers. The principal were trying to keep and cherish as much green space and use low maintenance materials. It was a very rewarding process that turned into a special feeling called Space and Matter.

The project should contain space for personal desires, atmospheres and sensations they perceived and were incorporated intimately. They did not know how to explain it very well, hence, the communication process was critical to understand that we should treat the open spaces as possible, seduce and provoke a sense of enjoyment for users, where in the open floor, could live with all functions with large garden. The advantage of the climate in Lima, with even temperatures, no rain allowed us to revive the idea of the central courtyard as an articulator of functions; this helped to further the concept.

This transparency was achieved with two volumes forming with exposed concrete that rest on two large walls of stone. On one side of the field lies a longitudinal volume that contains the double-height main entrance, kitchen, living room and main circulation. This object acts as a backbone and connect the programs. Three faces define the courtyard; one of her is the backbone, the other two are projecting higher specific volumes. Between the two volumes, the yard articulates the winter living room and summer dining (barbecue / grill).

In this way, we provoke a sequence of spaces as stripes that are parallel to the entry edge. From the street, a first strip contains the entry garden and garage, then a strip roof encloses the entry, living and dining; Fringe follows articulator and kitchen courtyard, then the social fringe where the grill area and being summer, living room and dining room, and finally, the fringe of large back yard where the pool, sauna and pool.

Upstairs, in the longitudinal axis and the cuisine, located the family playroom acts as balancer shaft and bellows of the house. The first volume parallel to the street contains the double height and bedrooms of the children and the size of the fund contains the master bedroom and visits.

To realize the project we should be clear from the beginning what would be our tile materials, textures, colors and construction sequence, Matter. The concrete is a material that has no limits. This texture created with a wood formwork different sizes and thicknesses allowed us to create the feeling, the atmosphere sought, where light and shadow are reflected in a special way. Reflection temperature in the environment feels is palpable with every way. These accompany this transition inside – outside, which generates that degree of intimacy we wanted with the scale and proportion.

Finally, true to incorporate materials like stone tiles,Corten steel, wood, granite, marble, glass, water and vegetation in the landscape. This completes a language that speaks to the general concept and the environment. Noble and timeless materials generate mutual enrichment (matter and space) and despite the time they mature, they remain and belonging.

“The Project is located in Avenida Paseo de las Palmas, on the west side of Mexico City, in a 800 sqm land plot. The site has an east-west orientation from the front to the bottom of the property. Such orientation helped us organized and distribute the house needs´ program. The area is surrounded by trees, which allowed us to create a special connection between the interior and the exterior of the house. This allows our clients to experience nature even from the interior of the house.

Our clients are art collectors, so for them it was very important that the house was a space where they could enjoy their art masterpieces. Likewise, they wanted to have a sustainable house that didn’t require the use of electric energy during the day. Therefore, the house is well oriented to take advantage of the sun light and the wind, allowing the latter to circulate naturally. Finally, even though the house had to comply with a specific program that our clients had previously delivered, we made sure everything was aligned with their lifestyle.

When the clients contacted us to carry out the project, they took us to visit some houses that they liked in order to take ideas of these properties and apply them to our project. There was one of them that particularly attracted our attention, a modern 1950’s house in Mexico. This house contained the entire main program on a single level and only one basement for the service areas.

The floor plan design is L-shaped, as requested by our customers. We decided to split the house into 3 levels because the program they requested was too extensive to accommodate everything on a single floor. First, we placed the entire public program in the front and horizontal element on the house, which faces the main facade and also connects visually with the garden.

Second, we placed a series of concrete frames with large windows, which provide a sense of spatial fluidity through the house. In the vertical element of the layout, we create a series of spaces based on the flow of communication between them, which make up the family room. Then there is the kitchen and a garden patio that shelter all the areas of the house and serve as a circulation control between spaces. Next is the the bedroom’s lobby, a transition area between the public and private spaces of the house.

After that, the children’s bedrooms are all connected by a triple height hallway that leads from the left side of the house to a window that communicates with a 14mt height vertical garden, which comes from the basement and runs through the adjacent fence to the roof. On the right side a walnut wood clad camouflages the bedrooms access. Inside, there are three bedrooms with views to the main garden, connected to each other by a linear terrace above a water mirror.

On the upper floor public area, we placed the game and TV rooms, which are spaces practically addressed for guests.This space has a bar and a full bathroom, and has its own staircase, located immediately beside the main access so that guests can have a direct access to the living room without disturbing the house privacy. This staircase has a particular visual detail, as you finish climbing the stairs you find a window that frames a palm tree that is on the other side of the street.”

全台灣有550萬頭豬、14萬頭牛,這些動物的排泄物,如果沒妥善處理,一不小心就會變成大災難。以屏東這個畜牧大縣為例,人口不到90萬,可是豬牛加起來,超過127萬。為了解決畜牧業造成的污染,屏東新埤的社區團隊,不再坐以待斃,他們站出來與政府合作,創造廢水新價值。

近20年來,屏東縣畜牧業的污染越來越嚴重,尤其是一些不肖業者,甚至把沒有處理過的排泄物,直接排進河川或水圳。為了保護家鄉,一群屏東居民自封「聞屎達人」,他們組成「除臭大聯盟」,主動巡查縣內畜牧廢水的排放,也因此多次揭發縣內繞流、偷排亂象,引起一陣新聞熱潮。

2017年4月初,屏東市大湖里的社區大排,全都是畜牧廢水。排水溝兩旁,有十幾家養豬場和養牛場,業者一看到媒體採訪,馬上打開水閘門,要把污水沖走,可是拍攝期間正是乾季高峰,部分排水溝嚴重阻塞,水面上厚厚一層屎渣,場面怵目驚心、臭氣薰天,被當地人稱為「屎流成河」。

其實屏東平原的水質,原本清澈無比,屏東縣還曾有「地下水庫」的稱號,尤其一到夏天雨季,湧泉從地底下冒出,長期供應屏東人的生活與農業用水。

蘭時期開始,屏東就是台灣最大的畜牧區,民國89年,高屏溪上游離牧後,畜牧場紛紛轉往中下游和東港溪,開啟了屏東畜牧業污染的高峰,原本乾淨的河水、圳水和湧泉,幾乎逃不過豬屎、牛屎侵襲。

屏東新埤鄉建功村的村長鍾展雄說「水都是黑色的,雖然場方有處理,但是超量飼養,再怎麼處理都還不夠標準。這裡是沙崙河上游,有兩條支流在這匯流,兩邊都有養豬場,一邊有五場,另一邊是一場。」不過,污染程度跟場家數不一定直接相關,鍾村長說,如果沒有按照規定處理廢水,就算只有一家,一樣會對環境造成巨大衝擊。

在社區涵管口上游3、400公尺處,可以看到污水來自一條明渠,這條社區大排,已經成為業者的專用化糞池。排水溝全是正在發酵的排泄物,空氣中陣陣臭味、揮之不去。

看到環境越來越糟,新埤鄉的村長和社區理事長們,再也無法忍受,他們跟藍色東港溪保育協會合作,在經濟部水利署南區水資源局和屏東縣環保局的協助下,透過社區營造平台,組織台灣第一個畜牧業遊說團,推動「沼液沼渣回歸農地使用政策」。

畜牧戶在處理動物排泄物時,一定要經過三段式廢水處理系統,第一階段是固液分離,第二、三階段分別是厭氧和曝氣,所謂的「沼液沼渣回歸農地使用政策」,就是把第二階段厭氧槽處理後的廢水,提供農民施肥。

2017年7月17日到7月19日,新埤鄉畜牧業遊說團馬不停蹄,連三天共拜訪鄉內16家畜牧業者。他們一方面檢查業者的三段式廢水處理系統是否合格,也同時說服業者參與環保署計畫。

新埤鄉村民和藍色東港溪保育協會合作,在經濟部水利署南區水資源局和屏東縣環保局協助下,組織台灣第一個畜牧業遊說團。

如果業者的廢水處理系統有任何異常,會馬上被要求限期改善並簽切結書。如果業者有意願參加肥分利用計畫,村長或社區理事長,一定會找農民提供農地,讓可能造成水污染的廢水,變成不落外人田的肥水。

從民國77開始養豬,鄧鴻超一直走在業界最前面,他的每頭豬,都擁有產銷履歷,他的兩家豬場,也都參加肥分利用計畫。

根據農試所試驗結果顯示,現在全台550萬頭豬、14萬頭牛的排泄物,在經過三段式廢水處理後,排放到地面水體的廢水,一天有15萬噸,一年合計約5500萬噸,折算為澆灌農田的肥水,是500萬包的化學肥料。

目前,鄧鴻超的畜牧場已經實施三個多月的肥水澆灌,場內的沼液,完全沒有排入任何水道。鄧鴻超強調,污水量減少,大幅降低水污費,省了三段式廢水處理的曝氣階段,也不需要再大量用電。最重要的是,畜牧業一直是高環境成本的產業,做好減廢才能安心賺錢。

不過,在澆灌肥水過程中,水量的控制和土壤、地下水的監測,需要特別注意,更不能把農田當作所有廢水的最終處理場所,否則一過量,生菌、鹽分和重金屬累積,都會造成另一個問題。

正育畜牧場,是遊說團拜訪的最後一家養豬場,正當官方、民間在大門口與業者溝通時,負責檢查設備的顧問公司,竟然在豬場後方,發現厭氣槽的污泥,已堆積到滿出來的程度,只要一場大雨,就可能讓屎渣溢出場外。正育場長表示,他們去年簽約承租豬場20年,這些設備問題,是前任業者遺留下來的,為了產業發展正常化,他們會盡速改善設備。

這就是目前畜牧業的現況,正當低價的外國豬肉,隨時會叩關進口台灣市場之際,如何降低環境成本、提升產業競爭力,才是源頭減廢的目的。

屏東新埤的社區力量,搭配肥分利用計畫,在稽查、檢舉外,闢出一條拯救環境的方法,也開展出地方產業升級的可能性,更重要的,是這群村長和社區理事長們,心裡都有數,要推動社區營造,不可能無視畜牧業帶來的污染。

每個屏東人都希望,流屎河走入歷史不再出現、社區溝渠恢復清澈、遠離惡臭,只要生活環境可以回到過去,社區營造就能繼續往前走。

走在新加坡的道路上,寬大林蔭抵擋著赤道烈陽。新加坡在道路規劃時,就預留非常大的空間,讓樹木可以健康生長,兩旁十幾公尺高的行道樹,讓整個城市充滿綠意。但光是綠化還不夠,近20年來,新加坡在綠化基礎上,更進一步去推動城市的生物多樣性。

新加坡原本屬於熱帶雨林,但是隨著人為開發,雨林消失,目前新加坡只有一個生態保護區,還可以看到熱帶雨林的原始樣貌。

雖然劃設了許多自然保護區,但這些的保護區面積不大,無法自給自足。新加坡政府意識到,如果只是在保護區內做保育,最後保護區內的森林,也會逐漸萎縮。為了繼續維持保護區內的生態,必須把保護區串連起來。

新加坡大學建築系教授陳培育口中的Nature Way,又稱為自然聯道,這些綠帶大部分是沿著道路規劃,過去栽植的行道樹多半是單一樹種、間隔地種植,但自然聯道是仿造森林,創造出多層次的環境。目前新加坡一共有16條自然聯道,總長68公里,預計在2030年增加到180公里,串聯不同的自然保護區。

除了自然聯道,新加坡也規畫許多條PCN(Park Connector Network),串聯城市社區間的公園,人們可以沿著步道騎車、慢跑,接近自然。當生物多樣性增加,如何跟動物共處,也是得學習的課題。以水獺為例,新加坡國家公園局在水獺活動範圍貼出佈告,保育義工也會在假日出動,宣導如何正確與野生動物互動。

陳培育教授分析,新加坡在生物多樣性的實踐上,可分成四個步驟:首先是對生態做持續地調查紀錄、第二步是擬訂計畫,保護特殊物種、第三步是創造棲息環境、第四步是維持綠地。這些都需要跨部會合作,而綠地不只是在平地,更延伸到建築。

有人說,新加坡是垂直綠化之都,市區的這棟建築,可說是垂直綠化的代表。建築對面的芳林公園,具有歷史意義,建築師的設計概念,是讓芳林公園的綠意往建築延伸,整棟建築牆面與屋頂花園有五十多種植物,植栽面積約15000平方公尺,是占地面積的兩倍。

垂直綠化最直接的好處,是替建築降溫,新加坡建設局研究發現,以垂直綠化保護立面不受陽光直射,可以降低溫度達16度。新加坡許多飯店、住宅和醫院,都應用垂直綠化,讓人住得更舒適。

在新加坡參與未來城市研究,來自德國的學者Thomas Schroepfer認為,新加坡之所以出現越來越多垂直綠化的案例,主要是政府提出足夠誘因的獎勵機制,綠化空間不計入容積,垂直綠化每平方公尺還有750新幣或50%建設費用補助。不過人為營造的綠地,能不能取代原本的自然環境?這方面恐怕還有爭議。有人認為,新加坡在都市綠化和生態上的努力,是種開發後的補償。在追求生態城市的過程中,新加坡有衝突、也有妥協。

從水泥溝渠到生態水岸,從綠化到生物多樣性,新加坡的面貌正不斷改變,在生態基礎上,人有更好的生活品質,物種有更多生存機會,城市才能有更大的彈性,去面對氣候變遷的挑戰。

文明與野性,人工與自然,哪一面才是新加坡?做為一個水資源匱乏的國家,新加坡如何改造水環境,讓人們親水愛水,在城市裡創造水的驚嘆號?

周末下午,新加坡河畔到處是跑步騎單車的民眾,突然間,大人小孩都停下腳步,原來河邊出現一大家子水獺家族,大水獺帶著小水獺,正愜意享用大餐。

新加坡是東南亞的金融中心,競爭激烈、生活匆忙,在這樣的環境中,卻還是能聽得到野性,看得見自然。這裡目前有好幾個水獺家族,水獺爸媽在河中捉魚餵養小水獺。陳清華長期紀錄水獺生態,是水獺保育團體Otter Watch的成員,他告訴我們。水獺能在這繁衍最主要的原因,是河川水質逐漸變好。

其實早期新加坡許多河川、溝渠也是又黑又臭。近年來新加坡的河川漸漸變乾淨,背後原因和生存有關。新加坡是個缺乏水資源的國家,40%的用水都是從馬來西亞進口,其他則是仰賴雨水、再生水與海水淡化。新加坡與馬來西亞間進口水的合約,將在2060年到期,雨水和再生水是新加坡未來最主要的水源。

新加坡共有17個大大小小的水庫,有一半都位在河口附近,2008年完工的濱海水庫是其中之一。濱海水庫位於新加坡河出海口,350公尺長的堤壩,阻擋海水侵入,提供新加坡10%的用水需求。濱海集水區涵蓋了1/6個新加坡大小,是新加坡最大、最都市化的集水區,水庫蓋在河川下游,水質成了一大挑戰。

為了讓人們更愛護水資源,新加坡政府展開一項名為ABC Waters Programme的計畫:A是Active、B是Beautiful、C是Clean,也就是水環境的活化、美化、淨化。位於加冷河畔碧山公園的改造,是這個計畫最經典的案例。

加冷河從上游的自然保護區流到碧山,十年前,它只是條三面光的水泥渠道,人們根本無法靠近。2009年碧山公園改造計畫啟動,將碧山公園和流經其中的加冷運河段改造,將本該屬於加冷河的洪氾平原還給它。

碧山公園利用生態工法,將河道與洪泛平原營造成親水空間。河邊有安全指示告示,當河水上漲,水流變快,警報器會響起。

利用生態工法,將河道與洪泛平原營造成廣闊的親水空間,平常民眾可以在河邊,甚至河裡玩水,到了暴雨期間,公園大部分區域就成了排洪水道。河邊有安全指示告示牌,河岸每隔一段距離設有信號燈和警報器,當河水上漲,水流變快,警報器會響起,並且傳訊息到手機,提醒人們盡快離開。

除了親水,ABC Waters Programme另一個目的是淨化,利用生態化設計,像是雨水花園、生態草溝、人工濕地等淨化雨水逕流的水質。

假日附近居民都會來碧山公園賞鳥、釣魚。

景觀建築師Leonard強調,碧山公園是種動態的設計,設計師營造多樣化的環境,有淺灘、有深潭,讓適合的動植物在這生存演化,達到生態平衡。當河流有魚,水鳥、水獺也來報到,假日附近居民也都會來公園賞鳥、釣魚。七年過去,碧山公園儼然成為保護區的延伸。

新加坡還有許多河道因腹地不夠,依舊是水泥河岸,但許多小溝渠已經改頭換面。不只是水岸、公園,新加坡的街道、建築,也開始朝向更生態化的設計。

Nations Will Start Talks to Protect Fish of the High Seas

UNITED NATIONS — More than half of the world’s oceans belong to no one, which often makes their riches ripe for plunder.

Now, countries around the world have taken the first step to protect the precious resources of the high seas. In late July, after two years of talks, diplomats at the United Nations recommended starting treaty negotiations to create marine protected areas in waters beyond national jurisdiction — and in turn, begin the high-stakes diplomatic jostling over how much to protect and how to enforce rules.

“The high seas are the biggest reserve of biodiversity on the planet,” Peter Thomson, the ambassador of Fiji and current president of the United Nations General Assembly, said in an interview after the negotiations. “We can’t continue in an ungoverned way if we are concerned about protecting biodiversity and protecting marine life.”

Without a new international system to regulate all human activity on the high seas, those international waters remain “a pirate zone,” Mr. Thomson said.

Lofty ambitions, though, are likely to collide with hard-knuckled diplomatic bargaining. Some countries resist the creation of a new governing body to regulate the high seas, arguing that existing regional organizations and rules are sufficient. The commercial interests are powerful. Russian and Norwegian vessels go to the high seas for krill fishing; Japanese and Chinese vessels go there for tuna. India and China are exploring the seabed in international waters for valuable minerals. Many countries are loath to adopt new rules that would constrain them.

And so, the negotiations need to answer critical questions. How will marine protected areas be chosen? How much of the ocean will be set aside as sanctuaries? Will extraction of all marine resources be prohibited from those reserves — as so-called no-take areas — or will some human activity be allowed? Not least, how will the new reserve protections be enforced?

Russia, for instance, objected to using the phrase “long term” conservation efforts in the document that came out of the latest negotiations in July, instead preferring time-bound measures. The Maldives, speaking for island nations, argued that new treaty negotiations were urgent to protect biodiversity.

Several countries, especially those that have made deals with their marine neighbors about what is allowed in their shared international waters, want regional fishing management bodies to take the lead in determining marine protected areas on the high seas. Others say a patchwork of regional bodies, usually dominated by powerful countries, is insufficient, because they tend to agree only on the least restrictive standards. (The United States Mission to the United Nations declined to comment.)

The new treaty negotiations could begin as early as 2018. The General Assembly, made up of 193 countries, will ultimately make the decision.

A hint of the tough diplomacy that lies ahead came last year over the creation of the world’s largest marine protected area in the international waters of the Ross Sea. Countries that belong to the Commission for the Conservation of Antarctic Marine Living Resources, a regional organization, agreed by consensus to designate a 600,000-square-mile area as a no-fishing zone. It took months of pressure on Moscow, including an intervention by John F. Kerry, then the United States secretary of state.

The discussions around marine protected areas on the high seas may also offer the planet a way to guard against some of the effects of global warming. There is growing scientific evidence that creating large, undisturbed sanctuaries can help marine ecosystems and coastal populations cope with climate change effects, like sea-level rise, more intense storms, shifts in the distribution of species and ocean acidification.

Not least, creating protected areas can also allow vulnerable species to spawn and migrate, including to areas where fishing is allowed.

Fishing on the high seas, often with generous government subsidies, is a multibillion-dollar industry, particularly for high-value fish like the Chilean sea bass and bluefin tuna served in luxury restaurants around the world. Ending fishing in some vulnerable parts of the high seas is more likely to affect large, well-financed trawlers. It is less likely to affect fishermen who do not have the resources to venture into the high seas, said Carl Gustaf Lundin, director of the global marine program at the International Union for Conservation of Nature. In fact, Mr. Lundin said, marine reserves could help to restore dwindling fish stocks.

High-seas fishing is not nearly as productive as it used to be. “It’s not worth the effort,” he said. “We’ve knocked out most of the catches.”

Currently, a small but growing portion of the ocean is set aside as reserves. Most of them have been designated by individual countries — the latest is off the coast of the Cook Islands, called Marae Moana — or as in the case of the Ross Sea, by groups of countries. A treaty, if and when it goes into effect, would scale up those efforts: Advocates want 30 percent of the high seas to be set aside, while the United Nations development goals, which the nations of the world have already agreed to, propose to protect at least 10 percent of international waters.

Why is such a treaty necessary? At the moment, a variety of regional agreements and international laws govern what is permitted in international waters. The countries of the North Atlantic must agree, by consensus, on what is allowed in the high seas in their region, for instance, while the International Seabed Authority regulates what is allowed on the seabed in international waters, but not much more.

That patchwork, conservationists argue, has left the high seas open to pillage. Enforcement is weak. Elizabeth Wilson, a project director at the Pew Charitable Trusts, wrote in a recent paper that they “lack the coordination to protect and conserve their immense but fragile biodiversity.”

Pew offers a list of fragile high-seas ecosystems that should be protected. At the top of the list is the Sargasso Sea in the middle of the Atlantic Ocean, which is under increasing pressure from fishing trawlers, Ms. Wilson writes, and home to 100 species of invertebrates, 280 species of fish and 23 types of birds.

俄羅斯和挪威船艦在公海捕磷蝦,日本和中國船艦在公海捕魚。全球超過一半的海洋不屬於任何國家,這些海洋資源往往遭到任意掠奪。現在,全世界要開始想辦法保護公海。

經過兩週的討論,聯合國7月底建議開始談判公海保護區條約、保護的程度以及如何執法。新條約最早將於2018年初開啟談判。193國組成的聯合國大會將確認最終時間。

不過,有些國家抗拒以新的管理體系監管公海,認為現有的區域組織和規範已經足夠。商業利益是難以抵抗的。許多國家不願意採納會限制自身利益的規範。

因此,新條約的談判必須探討幾個關鍵問題。海洋保護區如何選定?多少海洋會變成保護區?保護區是否禁止採掘所有海洋資源?或是允許部分人類活動?如何落實保護區的執法?

許多國家希望區域漁業管理體系能主導公海保護區的決定權,尤其是和鄰國簽訂國際水域相關條約國家。也有國家認為零散的區域管理體系往往由強國掌控,並不足以公平主導公海決定權,因為強國往往只想同意最小限度的限制標準。

 

公海保護區的討論有機會減緩全球暖化的威脅。越來越多證據顯示,不受打擾的大型保護區能幫助海洋生態系統和沿海族群適應氣候變遷現象,像是海平面上升、強烈風暴、物種改變和海洋酸化。

設立保護區也能讓脆弱物種安心產卵和遷徙,包括非禁漁區亦然。公海捕魚往往有豐厚的政府補貼,是好幾億美元規模的產業,尤其是全世界高級餐廳裡賣的智利鱸魚黑鮪魚等高價值魚種。世界自然保育聯盟全球海洋計畫主任魯丁(Carl Gustaf Lundin)說,在公海部分脆弱區域禁漁可能影響大型拖網業者,但較不致於影響沒有資源在公海捕撈的小型漁民。魯丁指出,事實上公海禁漁有助重建日益減少的漁藏。

目前全球海洋只有一小部分是保護區。這些保護區大部分由個別國家所設立,像是最近的庫克群島Marae Moana保護區,或是由多個國家聯合設立的羅斯海保護區。如果真的能談成新條約,將能擴大保護區的效果。支持者希望能把30%的公海劃成保護區,不過經大多數國家同意的聯合國發展目標僅建議保護10%國際水域。

公海條約為何如此重要?目前,有許多區域性條約和國際法規範在公海的行為。例如,北大西洋國家必須對於彼此在北大西洋公海的行為有所共識和規範,國際海底管理局則監管公海海底活動,其他一概不管。

這些各自為政的管理機關讓公海身處險境,執法也很薄弱。皮尤慈善信託專案總監威爾森(Elizabeth Wilson)撰文直指,這些機關彼此缺乏協調性,無法保護和保育公海脆弱的生物多樣性。

皮尤慈善信託列出應受保護的公海生態系統清單,第一名是大西洋中部的馬尾藻海。馬尾藻海是100種無脊椎動物、280種魚類和23種鳥類的棲地,但是底拖網活動頻繁,生態壓力極大。
