When emotional intelligence first appeared to the masses, it served as the missing link in a peculiar finding: people with average IQs outperform those with the highest IQs 70% of the time. This anomaly threw a massive wrench into what many people had always assumed was the sole source of success—IQ. Decades of research now point to emotional intelligence as the critical factor that sets star performers apart from the rest of the pack.

Emotional intelligence is the “something” in each of us that is a bit intangible. It affects how we manage behavior, navigate social complexities, and make personal decisions that achieve positive results. Emotional intelligence is made up of four core skills that pair up under two primary competencies: personal competence and social competence.

Personal competence comprises your self-awareness and self-management skills, which focus more on you individually than on your interactions with other people. Personal competence is your ability to stay aware of your emotions and manage your behavior and tendencies.

– Self-Awareness is your ability to accurately perceive your emotions and stay aware of them as they happen.

– Self-Management is your ability to use awareness of your emotions to stay flexible and positively direct your behavior.

Social competence is made up of your social awareness and relationship management skills; social competence is your ability to understand other people’s moods, behavior, and motives in order to respond effectively and improve the quality of your relationships.

– Social Awareness is your ability to accurately pick up on emotions in other people and understand what is really going on.

– Relationship Management is your ability to use awareness of your emotions and the others’ emotions to manage interactions successfully.

Emotional Intelligence, IQ, and Personality Are Different

Emotional intelligence taps into a fundamental element of human behavior that is distinct from your intellect. There is no known connection between IQ and emotional intelligence; you simply can’t predict emotional intelligence based on how smart someone is. Intelligence is your ability to learn, and it’s the same at age 15 as it is at age 50. Emotional intelligence, on the other hand, is a flexible set of skills that can be acquired and improved with practice. Although some people are naturally more emotionally intelligent than others, you can develop high emotional intelligence even if you aren’t born with it.

Personality is the final piece of the puzzle. It’s the stable “style” that defines each of us. Personality is the result of hard-wired preferences, such as the inclination toward introversion or extroversion. However, like IQ, personality can’t be used to predict emotional intelligence. Also like IQ, personality is stable over a lifetime and doesn’t change. IQ, emotional intelligence, and personality each cover unique ground and help to explain what makes a person tick.

Emotional Intelligence Predicts Performance

How much of an impact does emotional intelligence have on your professional success? The short answer is: a lot! It’s a powerful way to focus your energy in one direction with a tremendous result. TalentSmart tested emotional intelligence alongside 33 other important workplace skills, and found that emotional intelligence is the strongest predictor of performance, explaining a full 58% of success in all types of jobs.

Your emotional intelligence is the foundation for a host of critical skills—it impacts most everything you do and say each day.

Of all the people we’ve studied at work, we’ve found that 90% of top performers are also high in emotional intelligence. On the flip side, just 20% of bottom performers are high in emotional intelligence. You can be a top performer without emotional intelligence, but the chances are slim.

Naturally, people with a high degree of emotional intelligence make more money—an average of $29,000 more per year than people with a low degree of emotional intelligence. The link between emotional intelligence and earnings is so direct that every point increase in emotional intelligence adds $1,300 to an annual salary. These findings hold true for people in all industries, at all levels, in every region of the world. We haven’t yet been able to find a job in which performance and pay aren’t tied closely to emotional intelligence.

You Can Increase Your Emotional Intelligence

The communication between your emotional and rational “brains” is the physical source of emotional intelligence. The pathway for emotional intelligence starts in the brain, at the spinal cord. Your primary senses enter here and must travel to the front of your brain before you can think rationally about your experience. However, first they travel through the limbic system, the place where emotions are generated. So, we have an emotional reaction to events before our rational mind is able to engage. Emotional intelligence requires effective communication between the rational and emotional centers of the brain.

A Dutch town has introduced an unusual way of trying to keep smartphone-addicted residents safe: Installing traffic lights in the pavement.

Bodegraven, in the Netherlands, has put strip lights in the floor at a pedestrian crossing — meaning people who stare at their phones all day will see them, preventing them from wandering dangerously into traffic. (We heard about the news via the BBC.)

Apart from their unusual location, they work just like ordinary traffic lights: Green means go, and red means wait.

The lights are built by HIG Traffic Systems, a company based in the town, which hopes to sell them more widely to other towns and cities, The Guardian reports. Right now they’re just being used at a single intersection in a trial.

A spokesperson for the company told Dutch-language site OmroepWest:“Smartphone use by pedestrians and cyclists is a major problem. Trams in The Hague regularly make an emergency stop because someone looks at their smartphone instead of traffic.”

However, the lights have also proved controversial. “It’s not a good idea to help mobile phoneusers look at their phones,” Dutch Traffic Safety Association employee Jose de Jong reportedly said.

“We don’t want people to use phones when they’re dealing with traffic, even when walking around. People must always look around them, to check if cars are actually stopping at the red signals.”

Venture capital – the money provided by investors to startup firms and small businesses showing potential for long-term growth – is generally thought of as “good capital”.

It promotes innovation and long-term investment, but not all industries manage to attract enough of it.

Industry investment

In terms of global venture capital investment, the United States is leading the way-with an estimated $58.8 billion invested across the country in 2015.

Software investment accounts for 36.2% of US VC funding, while biotechnology comes second with 17.3%. Media and entertainment rounds off the top three with 9.5%.

Other areas of growth and innovation include information technology services, medical devices and equipment and industrial energy.

Lower levels of investment are in financial services, consumer products and telecommunications.

Growth of technology

With the dawn of the Fourth Industrial Revolution heralding an ever-greater use of technology, it is no surprise that much VC investment goes to software companies. In the second quarter of 2016, the value of VC investments in the US software industry amounted to approximately $8.74 billion dollars.

In late 2016, Madrid’s Mayor Manuela Carmena reiterated her plan to kick personal cars out of the city center.

On Spanish radio network Cadena Ser, she confirmed that Madrid’s main avenue, the Gran Vía, will only allow access to bikes, buses, and taxis before she leaves office in May 2019. It’s part of a larger effort to ban all diesel cars in Madrid by 2025.

But the Spanish city is not the only one getting ready to take the car-free plunge. Urban planners and policy makers around the world have started to brainstorm ways that cities can create more space for pedestrians and lower CO2 emissions from diesel.

Here are 12 cities leading the car-free movement.

Oslo will implement its car ban by 2019.

Oslo plans to permanently ban all cars from its city center by 2019 — six years before Norway’s country-wide ban would go into effect.

The Norwegian capital will invest heavily in public transportation and replace 35 miles of roads previously dominated by cars with bike lanes.

“The fact that Oslo is moving forward so rapidly is encouraging, and I think it will be inspiring if they are successful,” says Paul Steely White, the executive director of Transportation Alternatives, an organization that supports bikers in New York City and advocates for car-free cities.

Madrid’s planned ban is even more extensive.

Madrid plans to ban cars from 500 acres of its city center by 2020, with urban planners redesigning 24 of the city’s busiest streets for walking rather than driving.

The initiative is part of the city’s “sustainable mobility plan,” which aims to reduce daily car usage from 29% to 23%. Drivers who ignore the new regulations will pay a fine of at least $100. And the most polluting cars will pay more to park.

“In neighborhoods, you can do a lot with small interventions,” Mateus Porto and Verónica Martínez, who are both architects and urban planners from the local pedestrian advocacy group A PIE, told Fast Company. “We believe that regardless of what the General Plan says about the future of the city, many things can be done today, if there is political will.”

People in Chengdu will be able to walk anywhere in 15 minutes or less.

Chicago-based architects Adrian Smith and Gordon Gill designed a new residential area for the Chinese city. The layout makes it easier to walk than drive, with streets designed so that people can walk anywhere in 15 minutes.

While Chengdu won’t completely ban cars, only half the roads in the 80,000-person city will allow vehicles. The firm originally planned to make this happen by 2020, but zoning issues are delaying the deadline.

Hamburg is making it easier not to drive.

The German city plans to make walking and biking its dominant mode of transport. Within the next two decades, Hamburg will reduce the number of cars by only allowing pedestrians and bikers to enter certain areas.

The project calls for a gruenes netz, or a “green network,” of connected spaces that people can access without cars. By 2035, the network will cover 40% of Hamburg and will include parks, playgrounds, sports fields, and cemeteries.

Bikes continue to rule the road in Copenhagen.

Today, over half of Copenhagen’s population bikes to work every day, thanks to the city’s effort to introduce pedestrian-only zones starting in the 1960s. The Danish capital now boasts more than 200 miles of bike lanes and has one of the lowest percentages of car ownership in Europe.

The latest goal is to build a superhighway for bikes that will stretch to surrounding suburbs. The first of 28 planned routes opened in 2014, and 11 more will be completed by the end of 2018. The city has also pledged to become completely carbon-neutral by 2025.

Paris will ban diesel cars and double the number of bike lanes.

When Paris banned cars with even-numbered plates for a day in 2014, pollution dropped by 30%. Now, the city wants to discourage cars from driving in the city center at all.

As of July 2016, all drivers with cars made before 1997 are not permitted to drive in the city center on weekdays. If they do, they will be fined, though they can drive there freely on the weekends.

The mayor says Paris also plans to double its bike lanes and limit select streets to electric cars by 2020. The city also continues to make smaller, short-term efforts to curb emissions — its first car-free day was in 2015, and it instated a car-free Sundays rule in May 2016.

Athens is also joining the diesel ban.

In December 2016, Athens, Greece announced it will ban diesel cars from the city center by 2025.

The initiative serves as an attempt to improve the city’s air quality. Athens already restricts diesel vehicles from the city center on certain days based on their plate numbers, but Athens Mayor Giorgos Kaminis says his goal is to eventually remove all cars from the area.

London will charge you for congestion.

Just like Paris, the mayor of London says the city will ban diesel cars by 2020.

Currently, the city discourages the use of diesel engines in some areas of the city by charging a fee of $12.50 per day for diesel cars that enter during peak hours. They call it a “congestion charge.”

“London is already talking about an ultra low emission zone, banning all sorts of diesel vehicles,” Stephen Joseph from the Campaign for Better Transport toldThe Telegraph. “This is not unlikely that they will be banned altogether in the same way Paris has done.”

Brussels features the largest car-free area in Europe.

Most streets that surround Brussels’ city square, stock exchange, and Rue Neuve (a major shopping street) have always been pedestrian-only. The roads make up the second largest car-free zone in Europe, behind Copenhagen.

In 2002, Brussels launched its first “Mobility Week,” which was meant to encourage public transportation over private transport. And for one day this September, all cars will be banned from the entire city center.

The city is looking for more ways to expand its car-free zones — one proposal would turn a popular four-lane boulevard into a pedestrian-only area. In February 2016, Brussels announced that diesel cars made prior to 1998 will be banned starting in 2018.

Mexico City hopes to ban about two million cars from the city center.

In April 2016, Mexico City’s local government decided to prohibit a portion of cars from driving into the city center two days every work week and two Saturdays per month. It determines which cars can drive on a given day using a rotating system based on license plate numbers.

According to the Associated Press, the policy applies to an estimated two million cars and helps to mitigate the city’s high smog levels.

Vancouver is giving more street space to bikes and pedestrians.

While many of the aforementioned cities have enforced car bans, Vancouver has persuaded an increasing number of residents to commute by public transport.

As Citylab notes, people in Vancouver take half of all trips by foot, bike, bus, or subway as of 2015. This is considerably more than any US city of comparable size, including Seattle (21%) and Philadelphia (27%), according to a 2015 United Nations report.

The city’s car-free movement might have been spawned by urban design decisions, according to the nonprofit Streetfilms, which recently interviewed key planning officials. Efforts include turning part of a major avenue, called Granville Street, into a pedestrian mall in the 1970s and expanding the bike lane network in 2008.

The city also hosts a car-free day every June, when it bans cars from busy blocks and sets up a street festivals.

New York City is decreasing car traffic in small doses.

Though New York City isn’t planning a car ban anytime soon, it is increasing the number of pedestrian areas, along with bike share, subway, and bus options.

Strips of land in popular areas like Times Square, Herald Square, and Madison Square Park are permanently pedestrian-only. On three Saturdays in August 2016, hundreds of thousands of people will take advantage of Summer Streets, an annual event that prohibits cars from driving on a major thoroughfare connecting Central Park to the Brooklyn Bridge, and opens roads for pedestrians.

“This is what everyday life could look like as if people mattered,” says Paul Steely White. “The worst thing as an urban dweller is to be stuck with the auto as your only option.”

Transportation Alternatives also hopes to work with the city to create more pedestrian plazas. White says urban planners are no longer trying to optimize New York City and other places for drivers, and are instead thinking about cities differently.

“Cities are coming to the realization that they need to swing the pendulum the other way,” he says.

As development in India has raced ahead, demand for firewood, pasture and land for building has destroyed vast tracts of forest.

In fact, since 2013, more than 2,500 square kilometres of very dense and mid-dense forests have been wiped out, according to India Today.

Despite this, the Indian government reports that the total area of forested land has increased and new efforts are being made to expand them even further. The ultimate aim is 33% forest cover.

As part of the reforestation initiative, 800,000 volunteers in the Indian state of Uttar Pradesh set a new world record: they planted 50.4 million trees in just 24 hours. The previous world record, set by Pakistan in 2013, was 847,275 trees.

More than 80 different species of sapling were raised at local nurseries and planted at over 6,000 locations across the state in 2016.

A multibillion dollar reforestation programme

The mass planting was put in motion as part of a strategy by the Indian government to tackle climate change. The effort was part of India’s commitment to the Paris Climate Conference in 2015. In that agreement, India agreed to spend $6 billion to regrow forests on 12% of the country’s land and bring total forest cover up to 29%.

“The world has realized that serious efforts are needed to reduce carbon emissions to mitigate the effects of global climate change,” said Akhilesh Yadav, the Chief Minister of Uttar Pradesh, speaking at an event promoting the planting.

Planting trees to tackle pollution

According to a study by the World Health Organization, six of the 10 most polluted cities on Earth are in India. It’s hoped that the trees will improve the country’s air quality. Trees are known to remove pollutants from the air in addition to converting carbon dioxide into oxygen. There is also evidence that urban trees can reduce power consumption by shading buildings in summer, and blocking cold winds in the winter.

“The biggest contribution of this tree-planting project, apart from the tokenism, is that it focuses on the major issues,” Anit Mukherjee, a policy fellow with the Center for Global Development, told the Telegraph. “It addresses many of the big issues for India: pollution, deforestation and land use.”

The 50 million newly planted saplings will be monitored using aerial photography. Up to 40% of them are expected to die within a short time of being transplanted; they are susceptible to disease, and also require a regular supply of water.

A global effort to reforest the planet

India is not the only country to make a commitment to reforestation. In December 2015, African nations promised to expand forested land to up to 100 million hectares. In the same month, a wide range of interested parties, from companies to countries, signed the New York Declaration of Forests. Though non-binding, the agreement aims to halve deforestation by 2020, and bring it to an end by 2030. It also sets an objective to reforest at least 350 million hectares of land.

The Netherlands has been harnessing wind power since the 11th century. It was appropriate then that Roger van Boxtel, CEO of Dutch Railways (Nederlandse Spoorwegen, or NS), attached himself to a windmill while announcing that the company is now completely powered by wind energy.

NS runs most of the trains in the Netherlands. In 2015, the company teamed up with energy supplier Eneco to cut emissions from train journeys. Their goal was to achieve 100% renewable energy by October 2018. However, Eneco completed some of its wind-farm construction ahead of time. That’s why, as of Jan. 1, 2017, all NS trains are now powered by the wind.

There are a fews ways to make the claim that your company runs completely on renewable energy. You can build, say, a big enough wind farm that will feed into the grid as much energy as your company needs. Or you can buy contracts to guarantee that somewhere in the world someone is creating enough renewable energy to supply your demand. Such contracts obviate the need to move electricity from one country to another, which is inefficient as some energy gets lost en route.

Eneco fulfills NS’s demand by combining the two, according to a spokesperson, Toby Ellison. Its own wind farms, built in the Netherlands, Belgium, Finland, and Sweden, aim to generate enough energy to fulfill NS’s demand of about 1.4 terawatt-hours for 2017 (enough to power a million homes for a year). However, because the output of wind farms fluctuates, Eneco has also created buffers by keeping handy guarantees-of-origin contracts so that it can comply with the NS deal.

Not many large companies in the world can boast of running on 100% renewable energy. According to a 2016 report by RE100, a collaboration set up by businesses, only nine global companies met that standard. But there has been progress. The latest addition to that list is Switch, which runs massive data centers in the US.

NS claims it’s the first railway company to achieve the feat. If true, it’s also likely the first large transportation company to run entirely on renewable energy.

It was found that even 7 of the biggest olive oil makers in the USA, mix their items with cheap oils to get more profits. Namely, one of the products we regard as healthiest and a remedy for longevity has been corrupted.

Apparently, even 70% of olive oil sold in the U.S. stores is fake, as they have been cut with cheaper, inferior oils like canola and sunflower oil! This is similar to the 2008 practice in Italy. This meant seizure for 85 oil farms that mixed some percentage chlorophyll with sunflower and canola to the olive oil.

The oil was mixed, colored, perfumed and flavored too, and these things made the Australian government investigate their oils. The results were awful. After that, not one brand named extra virgin olive oil got the 2012 certificate of approval.

These scams made the University of California to study 124 imported brands of extra virgin olive oil and discovered that more than 70% of the samples did not pass the test.

“Bohlin Cywinski Jackson has designed four new dwellings at High Meadow, the new home base for Fallingwater Institute’s summer residency programs in architecture, art and design. Fallingwater Institute will begin its second season of increased operation this spring.

Located on a historic farm adjacent to Frank Lloyd Wright’s renowned Fallingwater residence, High Meadow’s original 1960s cabin, with only four bedrooms, lacked square footage needed to meet the Institute’s growing demands. After exploring a variety of design options over several years, a decision was made to enlarge the footprint of the existing house, doubling the property’s capacity with four new dwellings.

“The building’s main entry welcomes visitors into a central screened porch, which joins the new architecture to an existing cabin and serves as the outdoor gathering and dining space,” says Bill James, project architect from the firm’s Pittsburgh office. “A horizontal screen, made of Norway Spruce harvested and milled on site, extends from the main cabin and continues along the walkway leading to the dwellings.”

Described as modest wood portals with framed views of the surrounding hilltops, the dwellings rest above ground on a network of nimble steel columns, imparting minimal disturbance to the site. Each small abode contains a desk, closet storage, full bathroom and two twin beds. Materials and finishes are deliberately minimalistic and durable, lending a sparse elegance to the space.

High Meadow received the 2016 AIA Pennsylvania Silver Medal, the highest honor given by the Institute’s Pennsylvania chapter. The jury noted: “The scale and materiality of the building is in great contrast to the beautiful background. The graceful addition to the existing structure successfully provides new public and private amenities.”

In addition to High Meadow, Bohlin Cywinski Jackson is responsible for several other notable projects completed for the Western Pennsylvania Conservancy, including the 2006 adaptive reuse of the Barn at Fallingwater, originally built in 1870. Entrusted to the Conservancy in a 1963 grant that also included the Fallingwater residence, the Barn was transformed to provide a variety of gathering spaces for exhibitions, lectures, classes and events. The project received an AIA Committee on the Environment Top Ten award for sustainable excellence in 2005.”

第九章  殺戮輓歌

淡水河上不時流下來雙臂反捆的屍體,流經台北時會沖到岸邊,或沖到橋墩下。政府不遺餘力追尋並殺害領袖人物,……殺人如麻的目的,是使福爾摩沙人不再有未來的領袖。

這是英國駐台領事G.M. Tingle一九四七年三月二十一日給南京英國大使館的電文。是連外人都看懂了,政府這樣捕殺台籍領袖是為什麼。

整編二十一師於三月九日凌晨抵達台灣,陳儀獲得充足兵力,隨即宣布戒嚴。戒嚴令是用於「接戰地區」的,而此時力爭縣市長民選的台灣,是「接戰地區」嗎?統治者竟令大軍開入台灣。

取得蔣介石兵援後,陳儀第一個動作做什麼?

他在三月十日下令解散日日跟他談改革的「二二八處委會」,宣布其為非法團體,准由各地駐軍處置。不過八天前,三月二日陳儀透過廣播,邀集各界出面成立處委會,民意代表及地方仕紳都站出來了,在官員及警察走避一空時,重新穩定各方。他們出面遏止民眾毆打外省官員,並成為啟動政治改革的引擎。

而此時不是此一臨時性的組織被解散而已,而是參與者遭到全面性逮捕及殺害。由於處委會是以各地縣市參議會為主體,罹難之深,使戰後第一批剛選上的台籍民意代表,消失殞落。

9-1  殺害人民領袖

台籍民意代表

政府屠殺台籍民意代表的情況,遍及全台。台北地區以暗殺手法為之,南部地區則出現如封建時期般,遊街後公開槍殺的場景。

兩位省參議員林連宗與王添灯,遭密裁,至今不知遺骨何方。花蓮縣參議會議長張七郎,被槍殺於郊外公墓;屏東市副議長葉秋木,在遊街後槍殺示眾;基隆副議長楊元丁,屍體浮於基隆港。

既是民意代表,大多是走協商路線的,但四位台北市參議員,遭暗殺。他們是陳屋、黃朝生、徐春卿、李仁貴。

前往軍方議和的四位嘉義市參議員,潘木枝、盧鈵欽、陳澄波、柯麟被扣下,在火車站前公開槍殺,曝屍終日,不准收埋。

高雄市參議員黃賜、許秋粽、王石定,在等待軍民協商結果時,被彭孟緝開入市府的軍隊掃射而亡。

台南縣參議員黃媽典,遭槍殺於新營圓環。

密裁台灣領袖

大家普遍知道二二八事件中台灣菁英受難,卻很少意識到「密裁」這個屠殺形式,其實就是暗殺。

是誰讓陳儀如此恐懼,既沒有拘捕他們的理由,也沒有可以進入司法甚至軍法審判的任何條件,而要以密捕、密裁的方式對待。如此不人道的方式,導致數十年的歲月,家屬一開始是不知其生死,日日等待。半世紀過去了,知道難以倖存,卻仍不知真相為何,不知遺骨何方?誰人無父,要承受這樣的痛苦,不知其忌日,再又無墳可拜。

如此密不透風,不讓台灣社會有任何縫隙知道,事發當時家屬頻頻透過各種管道尋找,政府單位皆以「未拘捕此人」回應。民主化後,二二八的研究已歷二十餘載,亦只能以失蹤,消失於令人恐怖的時代為結論。轉型正義虛喊一聲,對多位遭密裁的台灣領袖,仍是沉默以對。

檔案揭露一九四七年三月十一日,第一份「人犯」名單就呈送蔣介石了,是目前所見二二八事件中最早的一份名單。比對之後,發現這正是遭政府密裁的名單,也是家屬所說在三月十日至十二日之間,被帶走後一去無回的名單。

是誰「被強迫失蹤」?這份名單涵蓋了三大領域的人士:一是媒體領袖,二是「反對黨」成員,三是法律界領袖。

民主國家的人知道,這三大領域的人代表什麼,他們是有能力監督政府、批判及顛覆現行執政者的,民主血液澄清與否,他們扮演重要角色。當時為台灣發聲的也是他們,在台灣社會擁有至高聲望。

這份名單陳儀寫得匆忙,只見人名,無太多陳述,便直接冠以「陰謀叛亂首要」。被放在首要位置的是媒體人,特別被一個一個寫出來的是「政治建設協會」,可見陳儀對此一「反對黨」的在意。這份名單很少被注意,但其實它正是家屬口中,遭便衣或軍憲警帶走,從此一去無回的人;也是今日所知遭政府下令密裁,不知遺骨何在的名單。

誰被強迫失蹤

媒體領袖包含:《民報》社長林茂生、《人民導報》社長宋斐如、《大明報》發行人艾璐生、《台灣新生報》總經理阮朝日及副總編輯吳金鍊。

法律界領袖包括:台灣省律師公會理事長林連宗、台北市律師公會會長李瑞漢及人民自由保障委員會的李瑞峯。

政治建設協會,同時是二二八事件期間主要與政府商議改革的代表,包括前民眾黨中央執委廖進平、台灣信託董事長陳炘、醫師施江南、台北市參議員黃朝生、李仁貴及二二八處委會主要的領袖省參議員王添灯,成為統治者急於滅殺的對象。

名單上尚有延平學院的老師徐征,及台鐵的王名朝。

其中僅王名朝的屍體在基隆港發現,其餘皆遭密裁,至今不知遺體何在。

陳儀把名單報給蔣介石的時間在三月十一日,但事實上,前一天晚上他就抓人了,「陳長官十日令憲兵駐台特高組,秘密逮捕國大代表林連強(宗)參議員、林桂端、李瑞峯(彼等聯名接收高等法院,係律師。)」這是中統局在三月十二日給蔣介石的情資。

短短幾個字,看見統治者的陰暗殘忍。

檔案揭露,此份名單蔣介石完全知悉,兩天後三月十三日陳儀將每個人的略歷及「罪跡」補上,再報給蔣介石一次。同一份公文中,陳儀請蔣介石允許他使用軍法審判:「臺灣因非接戰地區,不能援用軍法,普通司法寬大緩慢,不足以懲巨凶奸黨。」「……擬請暫時適用軍法,使得嚴懲奸黨份子,以滅亂源。」陳儀也知,於法,他不能使用軍法審判,但仍要蔣介石同意。

但這些台灣領袖,甚至連這違法的軍法審判都沒有。

人,他們帶走人,人,他們暗殺了,屍體在哪,至今仍無任何線索。國家可以以如此殘忍的方式,凌遲二二八世代的領袖,及其家屬嗎?七十年過去了,主政者從未追究此一違反人道的罪責。

遺體的空缺,是真相的空缺,更是責任的空缺。一段攸關真相、正義與責任的關鍵,至今仍以巨大空白存在。

三月十一日陳儀給蔣介石的第一份名單,就是執行密裁的名單,就是被強迫失蹤者的名單。大溪檔案這份名單,留下政府謀殺民主領袖的證據。

而陳儀接下來的動作,仍是圍在這上面打轉。三月十三號,查封報社;三月十四日,下令解散台灣省政治建設協會。

台灣第一位留美哲學博士林茂生,一生都為台灣的教育和文化努力;原本終於盼望到「台灣光復」的這一刻,卻沒想到,不久之後,他成了消失在島嶼上的台灣菁英之一……

出生台南的林茂生博士(1887-1947),是台灣第一位留美哲學博士。林茂生博士在書香世家長大,他在長老教中學(今長榮高中)畢業之後就赴日本讀書,1916年畢業於東京帝國大學文學部哲學科,成為「台灣第一號文學士」。

日本學成畢業後,林茂生無論如何,都要回到母校,「家父用感謝與分享的心情,從事教育,培養子弟。」林茂生的兒子林宗義醫師曾這麼說。

林茂生回到母校長榮中學擔任教務主任。他也在台南商業專門學校兼職,是學校裡「唯二」的台灣籍老師,卻受到與日本人截然不同的不公平待遇,日方還要求師生都要參拜神社,他對日本殖民下的台灣感到不滿。他堅持不改日本姓,在家也堅持和家人用台語交談,不講日語。

教書之餘,他到處奔走、四處講演,林茂生希望能夠實現讓台灣人自由接受新式教育的理想。

有感於所學不足,林茂生再到美國深造,他獲得美國哥倫比亞大學教育學院的哲學博士學位,成為台灣第一位留美博士。林茂生博士的論文題目是《日本統治下台灣的學校教育:其發展及有關文化之歷史分析與探討》,足見他對教育與文化的熱忱。

哥倫比亞大學希望留下林茂生這樣優秀的人才,致贈他一支金鑰匙,希望他能留在學校任教。

「台灣需要我!」林茂生博士拒絕了,他說:「想到台灣家鄉的一群羔羊,我實在非回去不可。」

回到台灣之後,林茂生到台北高等商業學校和台南高等工業學校(今成功大學)任教。

終於盼到1945年,台灣「光復」了。1945年10月25日這一天,林茂生在台北中山堂發表演說,題目是「慶祝臺灣光復」。身為台灣留美第一人,他和台灣第一位醫學博士杜聰明等人一起被聘為接收台北帝國大學委員,這就是現今台灣大學的前身。林茂生同時代理文學院院長的職務。

林茂生和多數的台灣人一樣,抱持著期待和歡喜的心情;孰料,期待和歡喜很快就變成失望和絕望……

在那個年代,到美國留學要花很多錢。林茂生赴哥倫比亞大學深造,也是舉債留學,多年之後才好不容易償還完畢。

1947年的農曆新年,林茂生博士終於鬆了一口氣,他跟家人說:「在我的記憶中,這是我第一個沒有負債的新年。」他不知道,風暴很快就要向他襲來……

「台灣終於光復了,以前做不到的事,現在總算可以開始做了。」林茂生博士實在太過樂觀,他在台大充其量只是代理文學院院長,負責二戰後空窗時期的交接,並無真正實權。

他一心想要台灣好,在「光復」之後創立《民報》並擔任社長。《民報》的宗旨是希望「這份為台灣人民喉舌的報紙,發揮民間輿論的力量,針對政治、經濟、民生、社會等議題,有忠實的反映與鍼砭。」

看到國民政府做不好的地方,《民報》毫不保留地公正報導,平均兩天一則,披露國民政府貪污和腐敗的行徑。

媒體發揮了針砭的力量,卻也因此得罪當局。

1947年,台灣發生「二二八事件」,許多台籍菁英都未能倖免於難。

「局勢不好了!看樣子,台灣人將要更加艱苦了!」林茂生博士憂心忡忡地感慨。

好友要他快點走避,免遭不測,他卻說:「他們知道我林茂生並沒有做什麼,能對我怎麼呢?」

後來情勢是愈演愈烈了,在次子林宗義醫師苦勸之下,林茂生避居到他的住處,《民報》也被迫停刊。

「他帶來一些書、棋子、棋盤,到了第三天,棋子下膩了,書也看完了,那天正好是3月10日南京政府援軍在基隆上陸,他說他要回去拿幾本書就過來,哪知道,因事絆住了,當晚他並沒有再到我那邊去。隔日早晨9點許,我家佣人跑來告訴我說:昨晚老先生被帶走了,情形不好,老太太十分擔心,吩咐你小心,切不要出門。到了那下午,我實在忍不住了,便到我家母處,當時家祖母尚健在,家母才告訴我:昨夜有八個人乘一輛汽車,先把房子圍住再敲門,闖了進來,就拿出手槍,對著你父親說:『陳長官請你去說話。』你父親說:『我的意見他都已知道啦!』但是無法抗拒,掏出身上的鑰匙交給我,就被他們帶走了。」林宗義醫師回憶道。

他的父親林茂生,一去之後,再也沒有回來。

那一年,林茂生博士剛好60歲。林茂生從此失蹤,連最後的大體在哪?都沒有人知道。曾有傳說,他被裝在一個大麻布袋裡,直接丟進淡水河。

多年之後,俗稱「蔣檔」的「大溪檔案」終於解密,文件中所列林茂生的「罪名」有三:一、陰謀叛亂,鼓動該校(台灣大學)學生暴亂;二、強力接收國立台灣大學;三、接近美國領事館,企圖由國際干涉,妄想台灣獨立。

欲加之罪,何患無辭。

台灣第一位留美博士林茂生,一生橫跨了清代、日本時代到國民政府時代,他在日本殖民統治之下,遭到排擠壓迫;好不容易終於盼到了「台灣光復」,短短兩年,卻命喪「祖國」,一代奇才,就此殞落了……

「教育,是台灣前途光明的唯一希望。」這是林茂生博士一生的期許和信念。他要台灣人永遠保存自己的風格與文化,致力於台灣文化和教育的啟蒙。歷史可以被原諒,但是不可以被忘記,我們要永遠記得這位台灣歷史上的「生命哲學教育家」。

緣分,用張愛玲的文學語言來說,便是我們耳熟能詳的:「於千萬人之中遇見你所要遇見的人,於千萬年之中,時間的無涯的荒野裡,沒有早一步,也沒有晚一步,剛巧趕上了,那也沒有別的話可說,惟有輕輕地問一聲,噢,你也在這裡嗎?」

然而,當年的我怎能夠預料,那個「噢,你也在這裡嗎?」的「你」是指你,「這裡」是指台北書展,或者是,其後我將要花上一生時間來來回回的台灣。2011年2月,在冬與春交替之間的曖昧時節,在我還沒能適應突如其來的「詩人」之名,便羞怯地抱著出生只有八個月的處女詩集《淡水月亮》,第一次出席台北書展的沙龍座談會和朗讀節活動,也剛好趕上台灣幾間小型獨立出版社首年以「書展中的書展」概念所啟動的「讀字去旅行:讀字機場」。

不是任何人的青春時代都有幸走出自己房間,面向所謂的「世界」。我二十歲出頭時,進出機場的機會就是那麼的一、兩次,恰巧的,前往目的地都是台北。記得站在香港赤蠟角國際機場,那彷如冬季的冷空氣特別尖銳,我陷在川流不息的陌生人群中,那些離家的微妙背影與歸家的成長臉龐,與我擦身而過,最靠近時我彷彿聽到,那些陌生人兒(或我的)身體裡偷偷匿藏的,全是海子的詩句:「該忘記的早就忘記,該留下的永遠留下。答應我,忍住你的痛苦不發一言,穿過這整座城市。」是的,那時候我怎能夠預料,機場將成為我以後生命中的關鍵詞,在離家與歸家之間,我和香港的人事物,無可避免地,漸老和消耗。

七年前,故事是這樣開始的,我在「讀字機場」遇見你,我們給對方第一個微笑,就像翻開書本第一頁,情節便順著每年台北書展持續地進行、累積、分岔、整合……。所有生命中的再見或不再見,只不過是為了從線性時間痕跡中,確認是不是那人。是的,就留下;不是的,就離去。

時間繼續運行,今日香港和台灣的飛行直線距離仍然是715公里。

接著我就沒有缺席過任何一年的台北書展,從2012年「讀字車站」、2013年「讀字小宇宙」、2014年「讀字部落」、2015年「讀字小酒館」、2016年「讀字辦桌」直到2017年「讀字迷宮」,我的臉容、聲音、身體、喜怒哀樂、作品、朋友都在這裡,見證過去七年間「讀字」不同面貌的誕生與消失。在混合文字與聲音的風景裡,我曾經多麼近距離地,目睹港台兩地作家和詩人的倩影,例如也斯、崑南、飲江、駱以軍、鴻鴻、平路等等……。

書展場外,我也曾貪心地走訪台大和師大附近書店,如舊香居、唐山、茉莉、布拉格,購入在香港難以入手的台灣詩人詩集,這些尋書挖書的浪漫時光,與台北書展偶遇明星、湊熱鬧、買最新出版的作家書,完全是兩種風味的情節,但同樣令人歡喜,而且無法抗拒。因此我無法否認,台北書展給了香港書展不能給我的,某種命中註定,已經不能割捨的觸景動情(或傷情)。

七年後,香港詩人變為台灣媳婦,我居住台北已經三年,出版兩本詩集。回望過去光景,雖不夠長,也未算短,你和台北書展暗暗地成為我此後量度時間和空間的情感單位,砌出我生命中最神奇魔幻的「時間簡史」,猶如電影中不能被剪去的靜默鏡頭,小說裡不能被扭轉的相遇情節,一首詩不能被虛偽的初衷和純潔。

是的,想當年的我怎能夠聰明地預料,我必須要遇見的,不能錯過的,那些親愛和敬仰的美好人兒,香港人台灣人也好,幾乎都在「這裡」逐一握手和擁抱,互相抒情地相認了。即使每年只能碰上那麼一次,最後你們的頭顱縮小成細細點點的黑色墨水,潛入人潮和書海中慢慢地融化,而我總是站在原地,安安靜靜地,想著明年你們什麼時候回來?是的,我在等待你們回來。

七年,加起來便是2,555個白日和夜晚,從香港到台灣、從《淡水月亮》到《抓住那個渾蛋》、從「讀字機場」到「讀字迷宮」,一切都來得不早也不晚,都在「這裡」等到了。

所以,親愛的你和台北書展,今日就是剛剛好的那日,在此敬我們的七年不癢。

日前行政院會通過礦業法部分條文修正草案,僅僅以第6條及第72條之一的修增訂原住民族採礦的除罪化,就號稱落實了原住民族基本法。

我們必需提醒政府,這是過於廉價的消費族群與礦業議題,並沒有彌補民進黨過去的歷史錯誤。現行礦業法向採礦業者傾斜的兩大霸王條款,正是2003年民進黨政府所提的政院版在立法院通過的。

只要給錢 就能在任何人的土地開礦

當年,政院版礦業法第31條修正條文,將「礦權展限」變成「原則許可,例外否准」,而且如果政府機關劃設保護區等理由造成展限不予核准,劃設機關必須以全民的納稅錢補償礦業權者。此一修正,造成礦務局一旦核定了礦權,就架空其他目的事業主管機關准駁的權責(例如國土保育、水資源管理),除非礦業權人自主放棄,否則礦權可以無限展延。

另外,礦業法最惡名昭彰的第47條:業者一旦取得礦業用地核定,就算未取得土地所有權人同意,只要提存一筆錢在法院作為地價、租金或補償後,就可以「先行使用其土地」,讓礦主可以完全不顧土地所有人意願,合法佔用私有土地,嚴重侵害其財產權與人性尊嚴,根本是違憲的惡法,花蓮太魯閣族人受到亞泥侵害土地家園,就是血淋淋的案例。這雖承襲自舊有條文,卻也是當年政院版所選擇留下的條文。

採礦犧牲國土環境 利益回歸到全民身上了嗎?

礦業法自1930年立法以來已歷16次修法,卻始終獨重礦業之產業發展與礦業權者的權利,無視礦屬國家所有,採礦所得之利益實應歸於全民。同時,礦業的經濟利益,也犧牲了國土環境,以及週遭部落族人或社區居民生命健康、財產權益。

現今,全台現有246個陸地礦區,至少有186個是開工狀態的礦場,但卻僅有25個曾進行過環評或土地開發許可審查。超過八成位在原住民族傳統領域,沒有半個依照原基法所要求,諮詢並取得原住民族同意和參與,也沒有基本程序保障土地所有權人或利害關係人的權益。

修正霸王條款 彌補民進黨歷史責任

地球公民主張礦業法的修法方向如下:一、保障土地所有人、在地居民之權利,落實原住民族知情同意權。二、確保其他目的事業主管機關的權責得以施行。三、落實礦業開發的資訊公開。四、引導礦業權者善盡環境整復及企業社會責任。

我們肯定民進黨政府在2016執政後願意推動礦業、水泥業政策環評,但修正礦業法中的霸王違憲條款,是彌補過去錯誤無可迴避的歷史責任。

炸得酥脆的黃金魚塊,將之浸潤在白菜羹湯中,吃得是平民們的心房暖意。先將魚輪切塊並漬以薄鹽,經海風慢慢吹拂熟成後,嚐得是遊子們的風島鄉愁。是的!這兩道菜都是大家耳熟能曉的土魠魚所製成的道地台灣料理。

土魠五兄弟

這種俗稱土魠的魚,在台灣的中文種名為康氏馬加鰆(Scomberomorus commerson),屬於鯖科的馬加鰆屬家族。

馬加鰆家族在台灣除耳熟能曉土魠外尚有四種魚:第一種是俗稱白腹仔(閩南語「腹」字讀音作「北」,故又可寫作「白北仔」)的台灣馬加鰆(Scomberomorus guttatus);第二種是肚子看起來比白腹仔更大,俗稱闊腹的高麗馬加鰆(Scomberomorus koreanus;第三種胸鰭就像兩片大耳朵,所以俗稱大耳的中華馬加鰆(Scomberomorus sinensis);最後一種是數量現存最多卻都來不及長大,俗稱馬加剪的日本馬加鰆(Scomberomorus niphonius)。

馬加鰆家族與先前介紹過的白帶魚一樣,屬於迴游性的兇狠掠食魚種。馬加鰆牠們在食物來源充足下成長速度十分迅速,而且二歲到三歲時便具有繁殖能力,產卵量也相當驚人,且體型越大的成魚產卵數更多。

盤中土魠哪裡來?

土魠魚在台灣的捕撈漁法相當多樣化,有流刺網、延繩釣、曳繩釣、定置網與一支釣,甚至拖網偶爾也會捕獲零星土魠魚,可說是只要進入秋天後,大家人人有獎。由於馬加鰆家族自幼就是兇狠的殺手,同類間大欺小的互相殘食問題相當嚴重,所以獨缺沒有發展養殖,不過日本已發展成功繁殖日本馬加鰆幼魚以供栽培漁業放流使用。

近幾年土魠魚名號又以澎湖最為響亮,所以不少人在北部、西部捕到的土魠魚,甚至連東南亞進口的冷凍土魠都會特地轉運到澎湖漁市一起拍賣,最後就能名正言順告訴消費者這些是澎湖來的土魠,好以欺騙消費者來賺取差價暴利,真是不得不佩服台灣人為了拼經濟的用心良苦。

再見了白金土魠魚 台灣馬加鰆

馬加鰆家族縱然有前述再強大的生存策略,終究還是會敗倒在華人的手上。還記得今年過年前夕的澎湖新聞嗎?當地捕獲難得一見的「白腹魚」,最後以每公斤6500元新臺幣的天價售出的萬元魚,這「白腹魚」正是澎湖過去真正有資格稱為「白金」的台灣馬加鰆,外觀相似的高麗馬加鰆也是同為熱門的白金貨。

只是在兩岸漁民與台灣政府的協力合作下,牠們只能被迫從台灣西部海域的舞臺退場,讓「白金」的頭銜易主給康氏馬加鰆。同樣過去在北海岸盛產的中華馬加鰆,目前也僅剩下零星的小族群而已,使得北部的曳繩釣漁民只好退而求其次,將目標魚改為日本馬加鰆。

台灣馬加鰆、高麗馬加鰆、中華馬加鰆已漸離我們遠去,日本馬加鰆越來越少越來越小、康氏馬加鰆近幾年漁獲量相當不穩定;剩下兩種還能見到的馬加鰆,誰會是下一個離開我們的?

跟不上腳步的學術研究

馬加鰆家族的五位家人,已經有三位正在台灣的安寧病房等待死亡的到來。不可思議,台灣學研單位竟然都還不知道牠們三位在台灣的產卵場在哪裡?繁殖季節是何時?生長習性為何?完全調閱不到牠們三位在台灣的生態研究,只有土魠還勉強有個位數的研究,這是多可怕的生態噩耗!

學術研究單位的成果一直都是管理的基石,台灣環境保育在「人為」部分已經難以掌握了,卻連最基本的物種生態研究都沒有去探討,我們的家園自然就成了這怠惰之下的犧牲品。

只想挑簡單又迅速的做、只選可在研究室內完成的,這就是我們台灣學術界的悲哀。

說得出十種台灣原生種嗎?

學術界這樣的歪斜,難道與我們的從小教育沒有關係嗎?在經濟成長後的台灣,雖然國民們教育普及了,但卻也開始走向升學主義掛帥的扭曲,家長們根本不願意留時間給孩子們去慢慢認識這塊土地,只能藉由考試來「認識」我們的家。

當提及台灣原生種時,除了60歲以上以及該領域背景的學者外,又還有誰能隨口就說出十種以上的原生種名字呢?也難怪不少人認為吳郭魚、野貓、土狗這些都是台灣原生種動物,這種漠視自家土地的態度就這樣一代又一代傳承下來,大家理所當然視這樣的扭曲價值觀為真理,導致現今的環境與經濟衝突不斷,兩者永遠無法取得共存共榮的平衡。

也難怪很多台灣國土內的「原住民」,在我們都還來不及認識牠、還來不及瞭解牠、更遑論戀上牠,牠們的生命就黯然湮滅。我們對自家土地的態度如此扭曲。事後再造冊留下曾經存在過的紀錄,或編預算蓋個紀念館,又或是納入教材對孩子說:「這個考試會考!」

這就是我們台灣人對養育我們長大的這塊土地應有的態度嗎?不認識牠,又怎麼會瞭解牠?不瞭解牠,卻又口口聲聲說愛牠?也許只是愛著賣掉牠所換來的錢罷了。

石喬仔假土魠 土魠魚羹沒有土魠

「白北仔假土魠」,是早期耳熟能曉的台灣俗語,有濫竽充數、差貨冒充好貨之意。可俗稱「白北仔」的台灣馬加鰆不是比土魠還要昂貴嗎?怎麼還需要冒充呢?這裡要幫台灣馬加鰆洗刷冤屈,原來這是台灣市場魚名未統一的關係,俗稱馬加剪的日本馬加鰆過去在南部地區也會叫白北仔,而台灣海域的日本馬加鰆在體型與肉質上都較康氏馬加鰆來得遜色,所以自然被視為次等貨且更為便宜。

現今最常冒用的則是「石喬仔假土魠」,俗稱石喬仔的是鯖科棘鰆屬的棘鰆。外型神似土魠魚,且魚肉輪切片與土魠更是相近,但肉質風味與土魠可說是天壤之別。所以在過去土魠進口量不高時,土魠魚羹除了用日本馬加鰆、旗魚、鯊魚假冒外,就是以棘鰆占最大宗。因為台灣自產的新鮮土魠相當昂貴,平民小吃考量成本是難以供應真貨的;就像粉絲羹叫魚翅羹、豬皮羹叫魚肚羹,偷一個響亮的名號來假土魠。

品嘗土魠 把握冬天

土魠每年入秋後會開始洄游至台灣海峽過冬與繁殖,每年的三月到六月為土魠魚的繁殖期,因此隨著季節漸暖進入繁殖顛峰的四、五月份後,土魠為了繁衍下一代耗盡體力,往往是面黃肌瘦,肉質完全沒有繁殖期前來得美味。

牠們一年雖然只產一次卵,但一生中卻可以產卵數次,尤其越大的土魠產卵品質越好,所以別相信那種「魚生完蛋就會死,所以乾脆抓起來給人吃」的謠言!所以依《台灣海鮮永續九原則:3選3減3不》第一項,在每年的3月至6月時不建議食用土魠,而7月到10月間既然非土魠主要漁期,也應讓大自然休生養息,靜靜等待牠積蓄美味的冬季來臨,同時還可避免買到魚目混珠的進口廉價土魠或非當季的庫存冷凍貨,可說是一舉數得!

土魠目前世界的最大紀錄體長為240公分(最大體長超過150公分屬大型魚,以第六項應減少食用),過去水產試驗所的研究推估在台灣的土魠一歲約有30公分、兩歲約有50公分、三歲約有65公分、四歲約有75公分、五歲約有90公分,約兩年生的土魠即可有繁殖能力。

經考量可食用部位的取肉率,以《台灣海鮮永續九原則:3選3減3不》第四項,建議選擇食用三歲至五歲間的魚,這年齡區間的中段輪切魚片約莫為成年人的手掌大小,在生鮮輪切魚片的鮮度辨識可參考附圖照片。拒買鮮度不夠好的海鮮,對產業轉型與資源保育也是一種助力!

因為要有鮮度絕佳的魚貨,勢必漁民就得花費更多時間去照顧每一尾魚,會壓縮掉漁撈作業時間,自然就無法過量捕撈,讓很多魚得以喘息。當我們願意花大錢購買這樣用心照顧的海鮮,對這些專業漁民就是最大的鼓勵,對海洋永續發展更是最簡單卻力道十足的支持。

懂得品味 才懂得珍惜

有了即將消失的台灣馬加鰆、高麗馬加鰆、中華馬加鰆的前車之鑑,我們一般民眾雖然無法參與漁業管理的制定與執行,但我們還是能以消費者的身份去影響產業結構。面對生存之道依然坎坷的康氏馬加鰆,我們更應當抱著尊重生命的態度去妥善使用牠,從漁民、魚販的細心保存漁獲、料理者的用心烹調牠、到我們慢心的細細品味牠,以感謝海洋贈予我們台灣島民的瑰寶。
