Supported only by two beams and four pillars, the house projected by the architect Yuri Vital in Tibau do Sul beach, Natal, Rio Grande do Norte, Brazil stands out for its design and innovation, allied at an affordable cost.

The one(1) floor residence is disposed in two pavilions with 1.5m in height between them, connected by a set of stairs, allowing the ocean and nature view from any space. A void at the bottom, which is formed due to the difference of levels, works as a space of recreation, parties and meetings or simply as a room to rest .

Over the front pavilion and through stairs there is a solarium, where the sea view is even more privileged, by the observer, being above the level of the tree; tree, that generates a shade in the lower pavilion, using the nature in favor of the house.

Built with resistant materials in order to reduce the maintenance, this house will be perpetuated during its lifetime, without major investments, cause we barely used concrete, glass, treated wood and anticorrosive metal, that compound the spatiality and volume of the Two beam house.”

《心靈時鐘》裡女兒在餐廳與媽媽對峙,讓人想起《生命》(2004)所紀錄因震災失去家人的自我療傷與天地不仁,情感伏流滾滾於日常擬真紀實間,呈現親人遽逝後高壓情緒的累積與釋放,觀看此片彷彿站在十年前紀錄片票房熱潮的新世紀台片起飛原點,浸潤於充沛的在地人情與戲劇能量裡。

新世紀台片復甦有個更早的源頭,是在《心靈時鐘》客串演出的小野所代表的1980年代新浪潮電影,飾演女主角的新加坡影星范文芳受訪表示非常喜歡台灣電影,「有種淡淡哀愁」,正是新電影運動人文內涵的流露,卻常常清新動人有餘、戲劇張力不足,這在《心靈時鐘》的特定故事格局裡得到相當程度的補強,頗具類型風格的渲染特質。

《候鳥來的季節》和《心靈時鐘》都安排了一位「外配」,皆由當地國影星演出,分別是來自越南的海倫青桃和新加坡籍的范文芳,外籍的背景強化了人際關係在異地的某種疏離(其實每個人、每個家庭都是彼此的異地),范飾演的媽媽和來訪的妹妹談心,憶及兒時父親外遇、姊妹姓氏不同被嘲笑,對照夫家的強勢舉止,以及偶爾乍現的懸疑和驚悚,平添其曲折身世的況味。

《心靈時鐘》讓我想起另一位優秀的女導演鄭芬芬的作品《沉睡的青春》(2007),原來同樣講的是倖存者,故事源於一則幾個男孩一起戲水發生意外的社會新聞,鄭導思索那唯一活下來的男孩的心情:「他一定是最痛苦的,因為他還必須帶著這個記憶活下去。」

《沉睡的青春》男主角目睹好友驟逝,分裂出好友的人格,在好友死後為他繼續愛著女主角,創造「下輩子也愛妳」的愛情傳奇,經過強制轉化的愛情愛得更專注、更深情(喪子的媽媽說這是一場「荒謬而殘忍的戲」);而《心靈時鐘》裡的家庭成員,不也都分裂出了亡者的一部分,為他繼續感受未亡的天地,雖然必須帶著痛苦的記憶活下去,轉化之後是更深情的家庭傳奇。

《沉睡的青春》片尾男主角從瀑布旁大石上一躍而下,原地重演好友的悲劇一幕,未竟的結局劇力萬鈞,《心靈時鐘》結尾同樣回到悲痛的原點,深刻的重量、不捨的情愫相繼掩來,替近十年來不斷演化轉進的台灣電影,踏出另一個前進的印記,一種努力活下來的勇氣。

WHO issues new guidance on HIV self-testing ahead of World AIDS Day

 In advance of World AIDS Day, WHO has released new guidelines on HIV self-testing to improve access to and uptake of HIV diagnosis.

According to a new WHO progress report lack of an HIV diagnosis is a major obstacle to implementing the Organization’s recommendation that everyone with HIV should be offered antiretroviral therapy (ART).

The report reveals that more than 18 million people with HIV are currently taking ART, and a similar number is still unable to access treatment, the majority of which are unaware of their HIV positive status. Today, 40% of all people with HIV (over 14 million) remain unaware of their status. Many of these are people at higher risk of HIV infection who often find it difficult to access existing testing services.

“Millions of people with HIV are still missing out on life-saving treatment, which can also prevent HIV transmission to others," said Dr Margaret Chan, WHO Director-General. “HIV self-testing should open the door for many more people to know their HIV status and find out how to get treatment and access prevention services."

HIV self-testing means people can use oral fluid or blood- finger-pricks to discover their status in a private and convenient setting. Results are ready within 20 minutes or less. Those with positive results are advised to seek confirmatory tests at health clinics. WHO recommends they receive information and links to counselling as well as rapid referral to prevention, treatment and care services.

HIV self-testing is a way to reach more people with undiagnosed HIV and represents a step forward to empower individuals, diagnose people earlier before they become sick, bring services closer to where people live, and create demand for HIV testing. This is particularly important for those people facing barriers to accessing existing services.

Between 2005 and 2015 the proportion of people with HIV learning of their status increased from 12% to 60% globally. This increase in HIV testing uptake worldwide has led to more than 80% of all people diagnosed with HIV receiving ART.

Who misses out on HIV testing?

HIV testing coverage remains low among various population groups. For example, global coverage rates for all HIV testing, prevention, and treatment are lower among men than women.

Men account for only 30% of people who have tested for HIV. As a result, men with HIV are less likely to be diagnosed and put on antiretroviral treatment and are more likely to die of HIV-related causes than women.

But some women miss out too. Adolescent girls and young women in East and Southern Africa experience infection rates up to eight times higher than among their male peers. Fewer than one in every five girls (15–19 years of age) are aware of their HIV status.

Testing also remains low among “key populations" and their partners – particularly men who have sex with men, sex workers, transgender people, people who inject drugs, and people in prisons – who comprise approximately 44% of the 1.9 million new adult HIV infections that occur each year.

Up to 70 % of partners of people with HIV are also HIV positive. Many of those partners are not currently getting tested. The new WHO guidelines recommend ways to help HIV positive people notify their partners about their status, and also encourage them to get tested.

“By offering HIV self-testing, we can empower people to find out their own HIV status and also to notify their partners and encourage them to get tested as well," said Dr Gottfried Hirnschall, Director of WHO’s Department of HIV. “This should lead to more people knowing their status and being able to act upon it. Self-testing will be particularly relevant for those people who may find it difficult to access testing in clinical settings and might prefer self-testing as their method of choice."

Self-testing has been shown to nearly double the frequency of HIV testing among men who have sex with men, and recent studies in Kenya found that male partners of pregnant women had twice the uptake of HIV testing when offered self-testing compared with standard testing.

Twenty three countries currently have national policies that support HIV self-testing. Many other countries are developing policies, but wide-scale implementation of HIV self-testing remains limited. WHO supports free distribution of HIV self-test kits and other approaches that allow self-test kits to be bought at affordable prices. WHO is also working to reduce costs further to increase access. The new guidance aims to help countries scale up implementation.

WHO is supporting three countries in southern Africa which have started large scale implementation of self-testing through the UNITAID-funded STAR project and many more countries are considering this innovative approach to reaching those who are being left behind.

Mary Pullig Schatz, MD, offers yoga for sciatica tips and different ways you can ease the source of pain.

Before turning to yoga, you should meet with a doctor to determine what’s causing your sciatica. Sciatica is defined as pain caused by irritation or pressure anywhere along the sciatic nerve. The nerve extends from the sacrum, between layers of the deep buttock muscles, and then into the deep muscles of the back of the thigh. Mary Pullig Schatz, M.D., offers the following information about sciatica in her book, Back Care Basics: A Doctor’s Gentle Yoga Program for Back and Neck Pain Relief:

Common Causes of Sciatica

Characteristically, this pain starts in the buttock and extends down the rear of the thigh and lower leg to the sole of the foot, and along the outer side of the lower leg to the top of the foot. Pain may also be felt in the lower back.

A primary cause of sciatica is a herniated or bulging lower lumbar intervertebral disc that compresses one of the nerve roots before it joins the sciatic nerve. Sometimes irritation of a branch of the sciatic nerve in the leg can be so severe as to set up a reflex pain reaction involving the entire length of the nerve. For example, if the nerve is pinched or irritated near the knee, you may feel the pain in the hip and buttock.

Another cause of sciatica is piriformis syndrome. The piriformis muscle extends from the side of the sacrum to the top of the thigh bone at the hip joint, passing over the sciatic nerve en route. When a short or tight piriformis is stretched, it can compress and irritate the sciatic nerve. People who habitually stand with their toes turned out often develop piriformis syndrome, as do runners and cyclists, who overuse and understretch the piriformis muscle.

Using Yoga to Treat Sciatica

In order to work therapeutically with sciatica, you must deal with its basic cause. Regularly performing sets of certain asanas can help to relieve some types of sciatic pain. Here are some suggestions from Schatz.

If the sciatica is from a bulging disc…

If the sciatica is from a bulging disc, focus on improving posture and body mechanics in daily activities. Yoga practice should be modified so that the pain is neither created nor intensified. Good poses to work with are Tadasana (Mountain Pose), Adho Mukha Svanasana (Downward-Facing Dog) and its modification, Push the Wall Pose, as well as Virabhadrasana II (Warrior II Pose). Do several sets, holding each pose for a moment.

If a tight piriformis muscle is causing sciatica…

If a tight piriformis muscle is the problem, then it must be gently stretched. Schatz suggests Piriformis Stretch, a seated pose that resembles the leg position of Matsyendrasana (Lord of the Fishes Pose), but without the torso twist. Parivrtta Trikonasana (Revolved Triangle Pose) with the support of a table or countertop can also help. Do not overstretch or more spasm can result. These poses can help relieve both piriformis spasm and piriformis-related sciatica. Remember to always speak with a physician before beginning any type of physical exercise.

Think you don’t have time for yoga during the holidays—much less 3-minute pose holds? Yoga Medicine teacher Shannon Stephens makes a case for why yin yoga may be the best practice for your busiest times.

As a full-time yoga instructor with a demanding schedule that has me running between classes and private sessions most of the day, my personal yin practice has become essential to recharge and give back to my body, mind, and spirit. Yin is an introspective practice that offers a chance to turn inward and nurture the calm, quiet center that is innate in all of us. It is a practice in stillness, patience, and non-reactivity. Through yin yoga we become adept at self-care. We become better listeners with practice tuning in; we become wiser as we get to know ourselves from the inside out; and we become more curious about the world through the exploration of our own inner worlds.

To practice yin is to relinquish control—such a novel and therapeutic concept in our modern-day lives. On the surface, the yin practice might appear uneventful. But if you are able to tune in, you will encounter some pretty fascinating events occurring in the layers beneath the skin. Not convinced? Dig deeper into 10 nourishing qualities and therapeutic benefits I’ve encountered both with my students and through my own practice of this form of medicine like no other.

1. The yin practice can help the body restore range of motion.

For healthy range of motion, layers of connective tissue must allow muscles to glide over each other. But injury, habitual posture in daily life, and aging, among other factors can bind these connective tissues together, creating so-called adhesions and restricting that movement between the sliding surfaces of the muscles. Like a traffic jam, adhesions block the flow of nutrients and energy through the body, causing pain and limiting mobility. Holding poses that gently lengthen the muscles and fascia helps break up adhesions, and applying mild stress to joints and connective tissues can increase their range of motion.

2. Yin yoga revitalizes the tissues of the body.

Our body’s tissues can be revived by a good long soak the same way that an old, stiff sponge can. As you hold a yin pose, the subtle release that takes you deeper into the pose is the tissues lengthening, hydrating, and becoming more pliable. If you pay close attention, you can sense the tissues being stretched, squeezed, twisted, and compressed. A yin practice can leave you feeling as though you’ve had a massage.

3. Yin offers a unique opportunity to cultivate gratitude for the body.

The simplicity of a yin practice allows us to return to our bodies and to see clearly just how remarkable we really are. Journeying into the deeper layers of ourselves, we tune into our inner workings, connecting to respiratory and circulatory functions, internal organs, and sensations within the muscles and joints. This heightened awareness of the physiological processes of the body ultimately moves us closer to santosha, or contentment.

4. The yin practice forces us to slow down.

Yin poses’ long holds offer a chance to marinate in stillness. When you allow yourself to stay present and experience the near-imperceptible shifts that occur while holding a yin posture, time opens up. Deadlines, commitments, pressing matters, and to-do lists fade to the background, leaving tremendous space for rest and renewal.

5. Yin yoga teaches self-compassion.

The ability to tend to all facets of ourselves (physical, mental, emotional, and spiritual) is fundamental to our wellbeing. The yin practice provides an opportunity to observe, nurture, soothe, and calm ourselves. The act of carefully taking a posture and tending to your body’s unique set of needs for the duration of the hold is a form of self-care and lovingkindness.

6. The long hold times of a yin practice offer the chance to sit with our emotions.

Our bodies store emotions, and it’s not uncommon for sensitive thoughts, feelings, and memories to surface while practicing any form of yoga. Yin teaches us how to be gentle, patient, and nonreactive. When emotions bubble to the surface, the conditions are safe.

7. Yin yoga can help us become more resilient to stress.

Holding a pose for several minutes can provoke anxiety. But when we approach it with tenderness, the body acclimates. Surrender is a common theme in yin yoga, and giving up the need to control a situation is a lesson that we can carry with us into our day-to-day lives. The ability to adapt to the ups and downs of life and to manage change with grace can lessen our predisposition to stress.

8. Yin yoga can help us tap into the parasympathetic nervous system.

Diaphragmatic breathing, or belly breathing, is a powerful way to trigger the parasympathetic nervous system. You may have heard some of the reasons activating the parasympathetic nervous system is beneficial (stress, tension, blood pressure, sleep, digestion, immune function, hormones, etc)—and that most of us don’t do it often enough. Instead, we spend our days locked in sympathetic nervous system overdrive, constantly being pulled from one overly important deadline to another. Belly breathing can be a quick and easy way to change this. Pay close attention while breathing from the abdomen and in no time you will notice a significant shift. It may feel like a wave of relaxation washes over the body. The deepest layers of the belly soften, the forehead tingles, and the brain relaxes. It’s as if the whole body takes a prolonged sigh. As you move deeper into the yin practice, the breath slows down significantly drawing you deeper and deeper into this parasympathetic, or relaxation, mode. This is where the internal organs get a chance to catch up on their to-do list (digest, eliminate toxins, heal, repair).

9. The stillness of a yin practice primes us for meditation.

Meditation is not necessarily something you have to find; sometimes it finds you. The yin practice sets us up to tap into the meditation bandwidth. We rarely see who we really are because the cloud of thoughts and distractions block the view. When we create opportunities for physical stillness in a yin practice, we also create the perfect conditions for the brain to become clear. In these precious moments, we are able to see our true selves.

10. Yin yoga cultivates balance.

Your own health and wellbeing is a balancing act. If you look at the yin/yang symbol you will see that the white and black forms are in perfect balance. Many of us live very active (yang) lifestyles and leave little or no time to foster the quiet, introspective side. Over time this can be physically, mentally, and emotionally draining. Through the yin practice we can restore equilibrium and feel whole.

“The project of this house is located in a plot with an exagerated slope. For a proper use of all the plot it was decided to locate the house approximately in the middle of the available land, so the side towards Segaria Street in “Urbanización l’Aspre” picks up the main access, garage, swimming pool and basically the representative part of the house, while in the southern part of the house plot services program is resolved.

The section is projected so that the ground floor coincides with the living area and in the first floor it is located the night area of the house; the high ceiling on the entrance, upon which rests the study room, expands and distributes from the central nucleus the different parts of the program.

The main piece, looking for framing the landscape of the sea, extends itself towards the facade in a pronounced cantilever which shows the slope of the plot and defines, by its shadows, the parking area. The night piece at the end of the plot contains the sleeping area situated in the east side of the piece in purpose to keep the privacy of the people who is living there, and the study room in the west side, from which they can acces to the lower floor cover.

The irregularity of the plants comes from the adaptation of two original prisms to attemp to preserve part of the existing vegetation, incorporating it to the project. This irregular shape favors views between different parts of the home that incorporate the landscape of the valley of Girona river, contextualizing the contrast with the enviroment. The way to design the house with beam-wall of reinforced concrete, and its malleability, ease of execution and rigidity, allows us to reach a 9,5m cantilever and helps to understand the volumes of the house in its most expressive way.

About the treatment of the exterior areas, it tries to maintain the image of the agricultural terraces, now disused, which mark out the area of the plot and make it descend by the northern slope of the mountain. For the location of the swimming pool and to form its “beach”, is widened on of these terraced fields until build the main outdoor stay of the house, an area that sequence the pedestrian and vehicular acces and it also enjoys the spectacular views of the living/dining room, due to the altitude.

The main facades of the house are oriented to the valley and the west facade frames, on first floor, the views to the “Castellet”, an historical reference for the people in Orba; the rest facades are intended to, with a simple composition, satisfy the relations beetween the rooms and the enviroment, providing ventilation and natural lighting throughout the house.

The distribution of global wealth has stayed just as skewed as last year, according to a huge study by Credit Suisse.

The bank compiled data showing that just 0.7% of the world’s adult population owns almost half of the world’s wealth, while the bottom 73% have less than $10,000 each.

Here is Credit Suisse:

“The 3.5 billion adults with wealth below $10,000 account for 2.4% of global wealth. In contrast, the 33 million millionaires comprise less than 1% of the adult population, but own 46% of household wealth.

“The past year saw a slight increase in the number of US dollar millionaires and high net worth individuals, with Japan the main beneficiary due to appreciation of the yen."

Those at the top of the pyramid, which starts at the $1 million mark, have the same size share of global wealth as last year.

Here is Credit Suisse again:

“The top tiers of the wealth pyramid – covering individuals with net worth above $100,000 – comprised 5% of all adults at the turn of the century. The proportion rose rapidly until the financial crisis, but has remained quite stable since that time. It currently comprises 8.2% of the global total, exactly the same as in mid-2015."

The US, home to 41% of the world’s millionaires, dominates the wealth league tables, while the UK had a terrible year in dollar terms.

Britain lost by far the greatest number of ultra-high-net-worth individuals – those with more than $50 million – down 700 to 4,700. The UK also lost the most amount of millionaires, down by 422,000 to 2,225,000 people.

Because the data is denominated in dollars, the pound’s 18% collapse after the vote to leave the European Union will have driven a lot of the change.

Credit Suisse split out the wealth distribution at the very top of the pyramid. This is what it looks like:

Over 40 years ago, the world declared war on drugs. Today, drugs are cheaper, purer and more widely available than ever before, at least on a global scale. So should we admit defeat and start looking for alternatives?

That’s the opinion of doctors from the BMJ – the most widely read medical journal in Britain – who last month called for a rethink of current policies.

“The war on drugs has failed,” the article argues. “There is an imperative to investigate more effective alternatives to criminalization of drug use and supply.”

They join a growing chorus of experts who are pushing for a new approach to the problem.

An expensive, destructive war

Most people who argue for reform point to the war on drug’s devastating effects. “Drugs have destroyed many people. But bad governmental policies have destroyed more,” former UN Secretary-General Kofi Annan argued in Davos two years ago, in a session on the drugs debate.

The destruction comes in different forms. For starters, the criminalization of drugs fuels a violent international narcotics trade, which is eye-wateringly expensive to police. The US, for example, spent $1 trillion trying to get on top of the problem over a 40-year period.

It not only drains government coffers, it also lines the pockets of criminals. An illicit market is by its very nature difficult to quantify, but 2013 estimates had the drugs trade valued at $430 billion – with every single cent going to drug lords who have helped foment unrest and violence, from the slums of Medellín to the inner cities of Chicago.

And while the leaders of international drug cartels escape punishment, otherwise law-abiding citizens are turned into criminals. In the US, for example, every 25 seconds someone is arrested for personal drugs possession. As a recent report from the ACLU found, the effects can be devastating: “I met people who were prosecuted for tiny amounts of drugs – in one case an amount so small that the laboratory couldn’t even weigh it. That man was sentenced to 15 years in Texas.”

Of the 1,488,707 arrests for drug law violations in 2015 in the US, 83.9% were for possession of a controlled substance. Only 16.1% were for the sale or manufacturing of a drug.

Nothing to show for it

But the biggest argument in favour of reform is even simpler: not only has the war on drugs been destructive; it just hasn’t worked.

“It has been a disaster,” Human Rights Watch chief Kenneth Roth argued at Davos in 2015.

As these charts from the latest UN World Drugs report show, the approach so far has done little to suppress demand. In 2014, one in 20 people around the world used at least one drug.

In fact, the policy of criminalization could even be exacerbating the problem, deterring users from seeking help when they need it. That seems to be the case in countries like the UK, where drug deaths this year hit an all-time high, or the US, where a record number of people died through drug overdoses in 2014.

A politically difficult alternative: legalization

The alternative to this decade-old policy of criminalization is for many people still a controversial one: legalization.

Opponents to reform advance two arguments. The first, as former Texan governor Rick Perry explained in Davos, is simple: “It sends the message that drugs are OK.” What this view fails to consider is that just because something is legal – smoking or drinking while pregnant, for example – does not mean it is socially acceptable.

The second argument is that legalization would increase demand: “Legalization, by removing penalties and reducing price, would increase drug demand. Make something easier and cheaper to obtain, and you increase the number of people who will try it,” John P. Walters, the former Director of the White House Office of National Drug Control Policy, argued in 2002.

According to research from the Economist, this second argument is just as questionable as the first. “There is no correlation between the harshness of drug laws and the incidence of drug-taking: citizens living under tough regimes (notably America but also Britain) take more drugs, not fewer.”

Are we brave enough to make a change?

As unpalatable as the idea might be to some, for most experts on the issue, there really is no alternative. “Virtually everyone now agrees that the war on drugs has been a spectacular failure by almost every measure,” Ilona Szabó de Carvalho of the Igarapé Institute argued on this blog last year.

By legalizing but strictly regulating both the supply and consumption of drugs – as many countries and some US states have started to do with marijuana – governments can take back control from the gangs and drug traffickers.

The money generated through taxes and saved on law enforcement could then be ploughed back into policies that might be more successful: education programmes to teach people of the dangers of drug abuse, as well as treatment centres for addicts.

Sometimes, when you get something wrong, it’s easier to keep doing it than to admit you made a mistake. But as Kofi Annan pointed out two years ago in Davos, the time now is for bold decisions.

“We need to look at the policy and ask ourselves simply, sincerely and honestly: is it working? And if it’s not, we must have the courage to change it.”

【豆豆不簡單】給我Spotlight 生態舞台上的豆豆們

這是一連串由豆子開始產生的有趣話題,人們編撰「傑克與魔豆」的童話故事,啟發孩子們從豌豆蔓延的巨藤裡,找到雲端巨人的寶藏。1896年,孟德爾神父跳脫宗教的束縛,從豌豆的實證科學中,發現自然的遺傳規則,讓顯性原則,分離定律、自由組合定律成為今日遺傳學的基礎。

然而,這由豆而產生的童話發想及人擇機制,仍只是漫長演化過程中的極小片段。大量遺傳訊息,埋在長達6,000萬年的時光中,由近20,000種豆科植物,跨越寒帶、溫帶、亞熱帶及熱帶的地理分佈,勾勒出一株無比巨大的演化樹。在這個時空尺度裡,豆類自身、昆蟲、動物及微生物,極盡可能地化身為各種適應環境變遷的型態及文化發展的可能,加入這場協同演化(co-evolution)的生態舞臺。

豆豆提供食物

在屏東大社部落的田間,台灣獼猴掠食排灣婦女將採收的樹豆;在台東施炳霖老師的森林食物基地裡,環頸雉聰明地掘食即將成熟的落花生果實;在南大武山區中,赤腹松鼠忙著嚼食血藤種子。無論是栽培或者野生豆類,一直是鳥類、囁齒類、哺乳動物們的食物來源之一。

豆子(種子),是豆科第一個最常被利用的部位。人類在很短的時間裡,躍居豆科植物的最大消費族群。由於豆子含有豐富的蛋白質、脂肪、碳水化合物及維生素等營養成份,人們依含量多寡,發展出各民族的食用方式及農耕作業。屬於高蛋白質、中度澱粉含量及低脂肪含量的豆類,如蠶豆、豌豆、綠豆、紅豆、豇豆、菜豆及樹豆等,供應糧食豆使用。含油脂量較高的大豆及花生,因供應人類生活需要的植物性油,列為油料用豆。未成熟的青果莢及新生嫩芽,是豆類被食用的另一種方式,前者以豌豆、菜豆、豇豆為主。芽菜的生產則以綠豆芽,黃豆芽,苜蓿芽等為主。另外,豆的食用史裡,東方的醬油、豆腐及納豆工藝,可以說是人類食豆文化遺產,堪稱人類最最古老的植物蛋白質加工業,其規模之大,長久以來,一直供給10幾億人口的營養需求。

豆類植物中,部份種類的莖葉,具有高營養價值及適口性,與禾本牧草一樣,成為家禽及畜牧業的飼料來源之一。台灣早期,曾將豆科植物列為飼料用作物,包括合萌、煉莢豆、花生、刀豆、蝶豆、山螞蝗、乳豆、大豆、賽芻豆、菜豆、葛藤、三葉草、銀合歡、及含羞草等計39種,惟今日早已不再推廣該項產業,甚是可惜。

豆豆提供花粉

在菜豆有如停機坪的翼瓣張開時,熊蜂準時地前來降落,迅速地掀開包覆雌雄蕊的龍骨瓣後,採蜜揚長而去。來自這熊蜂降落的壓力及花瓣打開時的張力,讓二體雄蕊在訪花者造訪之際,釋放藏在花藥裡的花粉,好讓熊蜂將花粉帶到下一朵花,或者菜豆,或者黃野百合。理論上,這是一場完美的生態交易,花透過蜂進行傳粉,蜂得到花蜜維生,各自得到自然酬報(reward)。然而,屬於自花授粉的食用菜豆,顯然在訪花者未來前,早已在封閉的龍骨花瓣裡,完成授粉。熊蜂這一趟採蜜之旅,看似片面得利,另一方則無所獲。

然而,在古老的野生豆種裡,兩片龍骨瓣多數仍處於分裂狀態,吸引傳粉者登門訪花,進行異花授粉,讓豆科植物與傳粉者的合作,成為被子植物演化的重要里程碑。為了有效成功傳粉,豆科植物不遺餘力地特化變裝,散發誘引傳粉者前來的氣味。蝶形花亞科中的13,000多種豆科植物是其中翹處,特化的蝶形花瓣(旗瓣、翼瓣、龍骨瓣)、輪生的二體雄蕊(多數9+1,少數5+5)、花粉釋放機制及傳粉系統,無一不是宣告著植物與昆蟲世紀婚禮的最佳代言人。

長期演化變異產生的結果,自然不會只有蜂類成為傳粉者。豆科植物的傳粉媒介還包括蛾類、蝶類、蠅類、蝙蝠、松鼠、鳥類等,但仍以蜂類媒介為主要的傳粉系統。為了適應多元化的傳粉者及其行為模式,蝶形花亞科特化的花部,產生彈花、活塞、瓣膜及毛刷等花粉釋放機制,旨在有效成功地完成傳粉。於是,在豆類蔓生的天空裡,神奇的演化魔法透過各種傳粉者與傳粉機制散開。

豆豆改良土壤

在貧瘠的土壤裡,落花生與豇豆根瘤菌合作,在地下根部建立一顆又一顆固氮微處理器“根瘤”,由類菌體將空氣中分子形態的氮固定成氨,為植物提供生長所需的氮素營養。同樣機制發生在豌豆與豌豆根瘤菌、黃野百合與紫金牛根瘤菌、相思樹與慢生根瘤菌等各種「豆類-根瘤菌」的合作契約裡。於是,從一年生栽培食用豆,到野生木本豆科植物,無數的共生根瘤,進行著一場全球性的氮循環。

這是一座龐大卻又寂靜無聲的地下氮工廠,大概在6,500萬年前的白堊紀,由豆科植物與根瘤菌兩位原始股東,籌設而成。據估計,全球每年生物固氮量約1.75×108公噸,約為氮肥工業產量的4.37倍。在這個生物固氮體系中,豆科與根瘤菌的共生固氮佔了65%的產量。

根瘤菌(Rhizobium)是一群廣泛分佈於土壤中的革蘭氏陽性細菌,1888年,從豆科植物根部分離出來之後,隨著寄主範圍的擴大與分子生物技術的應用,其家族已經擴展到7屬40種。目前,世界豆科近20,000種植物中,檢查結瘤現象種類者,不到3,000種,僅佔16%。其中含羞草亞科結瘤率94.4%,蝶形花亞科93.7%,蘇木亞科僅佔26.2%。豆科植物與根瘤菌的共生關係,並非嚴謹的專一性,因此該關係之建立,不只是細菌與植物間分子的對話,還包括環境因子的變化。

在地下,豆科不僅與根瘤菌共生固氮,也與叢枝菌根真菌(arbuscular mycorrhizal fungi,AMF)合作,強化磷的吸收。在地上,它們又與各種傳粉者密約合作機制,並在提供人類及生物食用糧食的同時,達到傳播的目的。這是一個複雜又逗趣的現象,未來,人們恐怕還需要更多心力投入研究,才能順著演化的巨藤,爬到那個如童話般的雲端,窺見其中珍藏的奧祕。

Population Trend:

Estimated to decrease for all 8 species

The most threatened species are the Asian species, with the Chinese and Sunda pangolins coming first, the Indian and Philippines pangolins second[1].

In the last decade, all four African species, locally hunted for meat and medicine have started replacing the Asian species in Asia. They are experiencing a steep decline too.

The IUCN  estimated a 30 decrease rate over a decade in 2008 for the Philippines pangolin M. culionensis.

Chinese pangolin M. pentadactyla figures are not known precisely. However, it is thought to be the species that has dwindled the most in the last decades, especially in Vietnam and China. In areas where both Chinese pangolin and Sunda pangolin coexist, Chinese pangolin has proved to be more sensitive to hunting pressure because of its more terrestrial habits.

Main Threats:

  • Poaching for food
  • Poaching for traditional medicine
  • Poaching for use of body parts (scales) as decoration items
  • Loss of habitat for species living in forests

A mammal looking like a reptile…

The most striking feature of the pangolin is certainly the hard scales that cover its upper body. This added to its ability to roll up into a ball makes it a difficult prey to handle for big predators such as lions or leopards. However, this behaviour makes it particularly vulnerable to humans as it does not try to flee once caught.

Pangolins are sometimes referred as “scale anteaters” but this wording is misleading. Although their diet indeed includes ants and termites, pangolins are in no way related to South American anteaters and armadillos. From an evolution point of view, pangolins, despite their strange appearance are closer to the Carnivora members, as bears, tigers or seals.

All of them are discreet nocturnal mammals that mainly feed on ants and termites. Their scales are mainly made of keratin, a protein that is also found in human hairs and fingernails.

Despite having their habitat ranging from Western Africa to Southeast China, all eight living species are relatively close in appearance. Classification varies from a single genus Manis to three distinct genus Mutsia, Manis and Phataginus. Mutsia and Phataginus are sometimes referred as subgenus.  I am using here a classification in 3 distinct genuses as recommended by the IUCN.

A mammal with a long history of hunting in Asia and Africa…

As many other species, pangolins are threatened by habitat loss, especially species dwelling in forests.

However, the biggest threat for pangolins is hunting for human consumption. All pangolin species have been traditionally used as bushmeat in sub-Saharan African countries[1]. As part of traditional believes, pangolin body parts have also been used for rituals and as medicines for centuries.

In Asia, pangolins face two threats: their meat is considered as a delicacy, especially in the Chinese and Vietnamese cuisines. On the contrary, there is no customs of pangolin consumption in Indonesia as these animals were traditionally considered as creatures of bad omen[2].

The equally or even greater threat for this scaly mammal is the use of its body parts, including scales for their use in traditional medicine[3], [4]. With a growing upper class eager to have access to these products, Asia has been pushing the demand for pangolins to levels never been reached before. This is the main reason why, despite being officially banned from international trade, pangolins are now being poached more than any other mammal species on Earth.

All species are protected under CITES Appendix II http://www.cites.org/fra/app/appendices.php , which means their populations has to be monitored to ensure long term survival. Only Asian species were protected by a zero quota trade as of August 2014. However, recent years have seen such a surge in the demand of pangolins that the CITES certainly needs to consider a further update in protection measures in the light of this global context.

A well established…illegal business

An investigation report from a CNN journalist published in 2014 shows that despite being forbidden by the local authorities, the pangolin trade still thrive in Vietnam. This reporter had no difficulties in finding several upper-end restaurants of Hanoi listing pangolin meat and wine on their menu cards[2].

Similarly, pangolin scales are still widely used in China and people found guilty of trading scales are rarely sentenced to the maximum penalties.

Today, legislations in Vietnam and China are theoretically in line with the CITES recommendations. However, based on IUCN’s latest update, they are not used in a way that can effectively reverse the increasing trend in illegal pangolin trade.

A business with impressive figures

Figures are impressive: According to BBC, annual seizures of pangolins and derived products correspond to around 10,000 animals[4]. This means that the total number of illegally traded pangolins is much larger. Prices for pangolin meat and scales have risen steeply in the recent years: Although pangolins are more and more difficult to find, their trade is more than ever a lucrative business.
The Chinese pangolin Manis pentadactyla population is dwindling particularly fast because of the local hunting pressure. Its population in China was estimated to be between 25,000 and 50,000 specimens in 2000 according to a national survey. Beginning of 2014, the population was thought to be only 10% of year 2000 estimation[5]. Note that this species is also present in Taiwan where it is protected. However, it is to be feared that poaching still occurs.

As a consequence of the Chinese pangolin collapse, demand has mechanically increased for other species present in Asia. In particular, the Sunda pangolin Manis javanica is now under an acute hunting pressure, while traditionally it was not hunted due to its local reputation to bring bad luck.

The Philippines pangolin Manis culionensis is also heavily poached. It is present on the island of Palawan and surrounding islands where it is protected. However, it has now become a source of income for local populations who sell them for the Chinese market.

In April 2013, the Philippines authorities seized a Chinese vessel in the Palawan island waters. It contained 10 tons of frozen pangolin meat[6].

Logically, following the collapse in the regional pangolin species traditionally hunted for the Asian markets, the last decade has seen the African species coming under increased pressure to feed the growing demand from Asia[7].

As a direct consequence as of July 2014, the IUCN has updated the conservation status of all pangolin species:

  • Temminck’s pangolin, Manis temminckii has seen its status changing from Least Concern to Vulnerable
  • Phataginus tetradactyla, long tailed pangolin has seen its status changing from Least Concern to Vulnerable
  • Phataginus tricuspis, the tree pangolin has seen its status changing from Near Threatened to Vulnerable
  • Smutsia gigantea, the giant pangolin has seen its status changing from to Vulnerable.
  • The Indian pangolin Manis crassicaudata has seen an impressive status change from Least Concern to Endangered due to a strong pressure to feed the demand in nearby Myanmar and China
  • The Philippines pangolin, Manis culionensis has seen its status changing from Near Threatened to Endangered
  • The Chinese pangolin Manis pentadactyla and the Sunda pangolin Manis javanica, have traditionally been poached to feed the far-eastern market (Vietnam, China). Not surprisingly, they have seen their status changing from Endangered to Critically Endangered. It is the last status before extinction in the wild.

Why the pangolins are particularly threatened:

Pangolins are not only used for medicinal purpose, pretty much like ivory, they are considered as luxury items: Consuming pangolin meat is considered as a sign of a high social status. This is not rational, and with an increasing wealthy upper class, pressure on pangolins will go on until they get extinct or people’s mentality changes.

Pangolins do not thrive nor reproduce in captivity as they most of the time die of digestive issues. With a few notable exceptions, caught animals generally do not survive more than a few months.

Zoos with the best facilities are still clueless about how to raise this little understood mammal. This means that conservation programs for pangolins are today very unlikely to secure sustainable populations in captivity.

Pangolins do not breed fast: Little is still known about their reproductive characteristics but for all species, the female bears a single offspring once a year.  This makes all Manis species vulnerable with very little margin in term of population dynamics in case of increased hunting pressure. As a comparison, most rodents species bear several litters a year and are able to adapt the number of offspring to the population density. As a consequence, they can adjust their reproductive rate to food supply and hunting pressure. This is clearly not the case for pangolins.

What can I do as a simple citizen?

To give pangolins a chance, we should:

  • Never use or buy any product made of pangolin body parts or organs, whether it be medicine, a food item or drink, a decorative item or a ritual item
  • Report any place illegally holding pangolins in captivity, especially if there are visible signs of animal cruelty or health issue
  • Minimize or avoid the consumption of products that are conflicting with pangolin’s natural habitat, if possible select products that are produced according to a chart of environmental responsibility

這八種穿山甲當中,最受威脅的是分布於亞洲的品種,中華穿山甲和馬來穿山甲最是岌岌可危,居次的則是印度穿山甲和菲律賓穿山甲。[1]

在過去十年當中,四種非洲穿山甲開始步上亞洲穿山甲的後塵,常被獵捕以供食用與藥用,數量也開始急遽減少。2008年,世界自然保育聯盟(IUCN)估計十年內菲律賓穿山甲的數量將會減少30%。

中華穿山甲的數量無法準確評估。 然而,專家認為這個物種的總數在過去數十年中減少得最多,特別是在越南和中國境內的數量。 在中華穿山甲和馬來穿山甲共同分布的地區,比起住在樹上的馬來穿山甲,中華穿山甲的地面居住習性讓牠們承受了較大的獵捕壓力。穿山甲最引人注目的特徵無疑是覆蓋上半身的堅硬鱗甲。 這讓牠們更能捲成一個球,好增加獅子或豹子一類大型捕食者獵食牠們的困難度。但是這種行為也讓牠們特別容易受到人類傷害,因為牠們被抓住之後並不會試著逃跑。

有時人們也把穿山甲稱作「有鱗甲的食蟻獸」,但這種稱呼並不正確。 雖然他們的飲食的確包括了螞蟻和白蟻,但穿山甲與南美洲的食蟻獸和犰狳卻完全沒有任何親緣關係。 從進化的角度來看,除了外觀比較奇異之外,穿山甲其實和熊、老虎、海豹等食肉動物有著更接近的親緣關係。

所有穿山甲都是謹慎的夜行性哺乳動物,主要以螞蟻和白蟻為食。 他們的鱗片主要是由角蛋白所構成,人類的毛髮和指甲裡的有這種角蛋白成分。

雖然牠們的棲地一路從西非分布到中國東南部部,但所有八種穿山甲的外觀都很相似。 牠們的分類還有爭議,有學者認為所有的穿山甲都屬於Manis穿山甲屬一屬,但也有人認為應該分為Mutsia、Manis和Phataginus三個不同的屬。有時候,Mutsia和Phataginus也被認為是穿山甲屬下的亞屬。

捕殺壓力遠達非洲

和其他許多物種一樣,穿山甲面臨著棲地流失的危脅,特別是那些居住在森林裡的品種。

然而,穿山甲面臨最大的威脅卻是受人類獵捕食用。所有穿山甲都是撒哈拉以南非洲國家的傳統獵物 [1]。好幾個世紀以來,傳統儀式和藥物中也會用到穿山甲的某些部位。

在亞洲,穿山甲面臨兩大威脅:牠們的肉,特別是在中國和越南,被認為是美味珍饈。 相反的,印尼沒有食用穿山甲的習俗,因為這些動物傳統上被認為是壞兆頭 [2]

這種披覆鱗片的哺乳動物所遭受更大的威脅來自於人類對其身體部位的需求,包括在傳統醫學上的用途 [3] [4]。 隨著越來越多的上流階級渴望得到這些產品,亞洲地區對穿山甲的需求到達了前所未有的巔峰。 這就是為什麼,雖然官方明令禁止穿山甲的國際貿易,穿山甲卻還是地球上被盜獵得最嚴重的動物。

所有的穿山甲品種都在瀕臨絕種野生動植物國際貿易公約第二條附錄的保護範圍內,這表示所有穿山甲的族群數目都會受到監控以確保牠們能長久生存下去。截至2014年8月,只有亞洲的穿山甲物種受到零配額貿易的保護。然而,隨著近年來對穿山甲的需求激增,瀕臨絕種野生動植物國際貿易公約無疑的需要根據此國際情勢而考慮進一步地更新對穿山甲的保護措施。

根深蒂固的非法貿易

2014年由一位CNN記者發布的的調查報告顯示,儘管當地政府明令禁止,越南境內的穿山甲貿易仍然茁壯成長。 這位記者報導,在河內要找到幾家在菜單上列有穿山甲肉和穿山甲藥酒的高級餐館一點也不困難 [2]

同樣的,穿山甲的鱗甲在中國境內仍然被廣泛使用,然而盜獵者卻很少受到最嚴厲的懲罰。

今日,越南和中國的法律在理論上都符合華盛頓公約(CITES)的建議。 然而,根據世界自然保育聯盟公布的最新消息,這些法律並未被用來有效地扭轉非法穿山甲貿易的增長趨勢。

數字驚人龐大的貿易

穿山甲被盜獵的數字龐大的驚人:根據BBC的報導,每年緝獲的穿山甲和衍生產品相當於約10,000只動物 [4]。 這意味著非法交易的穿山甲總數比這個數字還要大得多。 穿山甲的肉和鱗片的價格近年來急劇上升:雖然穿山甲越來越難找到,販賣穿山甲比起過去卻變得更有利可圖。

中華穿山甲的族群數量正因為當地的獵捕壓力而急遽減少。 根據2000年的全國調查,估計中國境內的穿山甲總數約為25,000至50,000隻。但是在2014年初,穿山甲族群被認為只剩下2000年估計值的10% [5]。 值得注意的是,中華穿山甲也分布於台灣,而且在當地也受到法令保護。 然而,恐怕也仍然遭受著盜獵的威脅。

隨著中華穿山甲的數量銳減,對亞洲其他種類穿山甲的需求也跟著增加。 特別是馬來穿山甲,雖然相信牠們會帶來帶來壞運氣的傳說讓牠們在過去很少遭到捕殺,現在馬來穿山甲卻正承受著極大的獵捕壓力。

強大的需求 穿山甲成為當地收入來源…

菲律賓穿山甲也受到大量的盜獵。 牠們在巴拉望島和周圍海島上都受到保護。 然而,牠們現在卻成為當地人的收入來源,被捕捉而賣往中國。2013年4月,菲律賓當局在巴拉望島水域緝獲了一艘中國船隻,船上有10噸的冷凍穿山甲肉 [6]

因為鄰近供應亞洲市場的穿山甲數目銳減,過去十年內,亞洲市場日益增長的需求讓非洲的穿山甲物種遭受到越來越多的威脅 [7]

2014年7月,世界自然保育聯盟發布了嚴正的警告…然而相應的區域政策仍尚未制定。但世界自然保育聯盟隨後更新了對所有穿山甲物種的保育等級:

穿山甲為甚麼特別受到威脅?

穿山甲不只可以做為藥用,就和象牙一樣,它們也被認為是奢侈品:食用穿山甲肉被認為是高級社會地位的象徵。這並不理性,但隨著越來越多富裕上層階級的出現,除非人們的心態改變,否則穿山甲會繼續承受被盜獵的壓力直到絕種為止。

圈養的穿山甲不但活得不好,也無法繁殖,因為大多都會死於消化問題。 除了幾個特例之外,捕獲的穿山甲通常無法存活超過幾個月。

就算是擁有最好設施的動物園,對於如何飼養這種所知甚少的哺乳動物,都仍然毫無頭緒。 這意味著穿山甲保育計畫不太可能利用圈養而保存足夠的族群數量。

穿山甲的繁殖速度並不快,儘管我們對牠們的繁殖特性還所知甚少,但是所有種類的雌穿山甲每年都只能生出一隻小穿山甲。這讓所有的穿山甲物種都變得非常脆弱,因為在面對增長的捕獵壓力時,族群動態變動的空間很小。 相形之下,大多數囓齒動物物種每年都可以生育數隻子代,並能夠依據族群密度調整子代的數量。 因此,囓齒類可以根據食物供應狀態和獵捕壓力來調整生殖率。 穿山甲顯然不具有這樣的優勢。

※ 我能為穿山甲做些什麼?

  • 不管是藥物、食物、飲料、裝飾品或儀式用品,都絕對不使用或購買穿山甲的部位或製品
  • 檢舉任何非法圈禁穿山甲的場所,特別是那些有虐待動物跡象或動物健康疑慮的場所
  • 盡量減少或完全避免食用那些可能危及穿山甲自然棲地的食品,可能的話,選擇那些製作時遵循環保原則的產品

【追蹤福島核災】那須希望之砦——日本民間輻射檢測有Know-how

因牽涉日本食品輻射污染問題,政府先後舉辦「日本食品輸台公聽會」,爭議不斷。日前也有台灣民間團體赴日了解,其中,也被拜訪到民間檢驗單位「那須希望之砦(讀音同寨)」。

該單位揭露過不少令人側目的數據,像是超過日本中央政府標準4倍以上的栃木縣產山菜樣本(2016年4月)、超標2倍以上的福島縣產多汁乳菇樣本(2016年8月),及多個每公斤數萬貝克以上的栃木縣土壤樣本。

「那須希望之砦」是311核災後成立的民間團體,位於距離福島核電廠約100公里外的栃木縣那須町,為守護孩子與居民免於輻射污染而成立,目前提供免費(日文漢字寫為「無料」)各種輻射污染檢查。

過去本專欄寫過的輻污數據,幾乎都是日本中央政府資料,而地方政府、民間通路,以及像這樣的非營利民間單位,則有另外的檢查報告,由於檢驗機器價值高昂,一般即便是民間非營利機構,也要收取費用,與「那須希望之砦」不同,後者端賴捐款維持

以近幾個月民眾送樣的食物來說,8月份來自福島縣金山町的四個山菜樣本,全數驗出放射性銫,三個超標至1倍或2倍以上;4月份栃木縣產20個山菜樣本,過半驗出,六個超標1至4倍不等;以2015年度而言,菇類跟山菜類過半驗出,魚肉近半,果實類1~2成,米跟果實都在一成以下。此外,土壤類幾乎全部驗出,部份遠遠超出中央政府標準(每公斤8000貝克)。

據2016年9月份媒體報導,日本中央政府抽驗結果,超標率約0.01%;要注意的是,據日刊現代報導,檢查品項從2014年4月開始,減少3成,在東北或關東等17個都縣,從98個品項減到65個,鮟鱇、竹莢魚、海膽等水產物也被排除,或許無法真實反應,輻射污染水屢屢漏到海水的影響。

此外,目前日本中央政府規定的食品輻射污染標準主要為每公斤100貝克(放射性銫),但日本部份地方政府民間通路採取更低標準,多為50貝克以下,最低到0.5貝克,部份民間通路加驗鍶90

目前「那須希望之砦」還有其他台灣人士預定前往參訪。關於輻射污染檢測的種種事宜,因機器、檢驗項目的不同,檢測方式也有所不同,必須注意,例如下限值越低所需時間越長,以市民放射能測定所的規定而言,連每公斤0.3貝克也測得到的話,需要12小時(檢測費用需2萬日圓);海水、海藻等要先測鹽度、把穩定態的銫先以化學方式抽出再量輻射等。

「那須希望之砦」除定期發表各類檢測結果外,也會依據這些數據,做出不同的報告圖表,例如栃木縣污染地圖,顯示部份區域要降到放射線管理區域標準以下所需的時間,最長要53年;又或者發表九成家長想要讓未成年學生接受甲狀腺癌檢測的意願(目前主要只有福島縣有公家提供檢查),及關切當地中小學校地1/3還未除染的問題等等。

各方會對「那須希望之砦」請教檢測相關資訊,有其理由。例如網友廣傳一份福島縣府餐廳公告,其檢測機器下限值為每公斤1貝克,比福島學校營養午餐所用的檢測機器下限值10貝克還低得多,彷彿福島縣府人員重視自己食安甚於學童,引發民眾不滿。可見檢測知識的有無,在監督政府時的重要性,值得台灣民眾見賢思齊。

台東縣議會日前首次舉辦「台東縣境垃圾處理困境與紓解問題座談會」,邀集縣市議員、鄉鎮公所代表、民間團體、環保機關等單位,共同商討台東垃圾無處去的問題,並對近期引發爭議的「台東垃圾運高雄焚化,換回底渣用於公共工程」花了許多時間討論,結論是將持續召開會議與各界溝通。

台東縣議會副議長陳宏宗指出,今年風災後垃圾暴增,縣內掩埋場也都滿了,當前最急迫的問題,就是全縣每日產出100多噸的家戶垃圾無處可去,繼焚化爐重啟與否之後,現又面臨「垃圾換底渣」的爭議。

「垃圾換底渣」爭議 環署:並非毫無控管

荒野保護協會台東分會14日在座談會前召開記者會,呼籲「垃圾減半,底渣不進台東」,指出台東每天產生近120噸垃圾,其中有50噸送高雄焚化,若能靠垃圾分類與減量,將垃圾量降至可自行處理的程度,就不必靠外縣市幫忙燒,更不必含淚換回沒人敢用的底渣。

環保署廢管處蘇意勻說明,底渣可以技術去化毒性,經過品管可以供應公共工程使用,國內外已有使用案例,底渣再利用並非不可行。

縣議員陳志峰則認為,台東河床產出的砂石多到用不完,公共工程根本不必要用到底渣,況且底渣給民眾的觀感不佳。

台東縣環保局副局長陳炳伸解釋,「每一噸垃圾換回1.8噸底渣」是以處理成本去計算的(即高雄焚化一噸垃圾的成本相當於處理1.8噸底渣的成本),高雄其他縣市也是一樣待遇,若要推底渣再利用方案,底渣得通過「毒性特性溶出程序」無虞才能進來台東,使用底渣前、後,也都要做環境監測,並非毫無控管。

從源頭解決問題 民團:往零廢棄目標邁進

荒野台東分會長林義隆認為,若只從末端思考解決方案,垃圾困境只會一再發生,無法根治。台東人需徹底認識「台東垃圾無法自理」的結構性問題,並從源頭「垃圾減量」解決。 荒野台東分會議題組長蘇雅婷則強調,台東縣議會應立法促進提高垃圾分類與資源回收率,若僅用鼓勵代替執法,台東人仍會對垃圾問題無感,認為廢棄物議題只是清潔隊跟公務員的事,跟自己無關。

台灣環保聯盟台東分會召集人廖秋娥表示,過去台東未曾思考自己的垃圾自己處理,現在面對垃圾危機,應該化為邁向「零廢棄」社會的轉機,並配合新設衛生掩埋場。

陳炳伸回應說,「零廢棄」是指所有的垃圾都可被資源回收與被自然分解,即使是焚化爐,要有效焚燒也得靠垃圾確實分類,否則就會產生毒性複雜的底渣。

陳炳伸建議活化縣內既有的掩埋場,重新分類、送燒垃圾,才能騰出空間繼續使用。

時代力量立委高潞・以用(Kawlo Iyun)助理林淑玲則提醒,台東縣境內有許多原住民社群的傳統領域,無論垃圾處理配套措施為何,得要取得居民知情同意,多與民眾討論如何共同面對垃圾困境,比貿然由上對下做決定還重要。

赴核災區實測輻射遭衛福部駁 方儉反控林奏延偽造公文

「綠色消費者基金會」董事長方儉,上週自費前往日本核災地區實地測量土壤與食品的輻射數據,不料才完成第一場直播、發出第一個數據,就遭衛福部發布新聞稿,指出其在土壤所測出銫137,每公斤有19貝克的劑量是背景值範圍,更批其檢驗方法非國際所公訂。

方儉回國後,對衛福部這則新聞稿展開訴訟,28日上午前往台北地檢署,控告衛福部長林奏延涉嫌偽造文書。

「你說我測的不準,那我現在測出來沒有,就是應該要有囉?」方儉這麼反諷,不滿衛福部對由實地考察測量到的初步數據妄下斷語,認為這才是損害公眾利益及政府公信力,誤導公眾與政府高層決策人員。至於此行所檢測的結果,對台灣消費者代表什麼意義,方儉表示,還待整理數據,目前尚無定論。

方儉於11月22日至25日期間,走訪千葉、福島、群馬等地,對環境與食品樣品進行檢測,並全程直播檢測實況。

方儉表示,他們的輻射偵測儀器,是向義美實驗室借用,是國際知名環境輻射檢測設備德國大廠「Thermo」的產品,屬快篩性質,可偵測10貝克以上的輻射。且操作檢測的人員有30年的經驗,用的也是國際與日本慣用的環境檢測方法。方儉批,衛福部當時連忙發新聞稿反擊,才是不實指控。

第一次直播中,方儉便在千葉縣的土壤所測出每公斤有19貝克劑量的銫137,衛福部便大動作回應「檢出值屬正常背景值範圍」。

但方儉表示,銫137並非天然固有,這麼高劑量的絕非正常土壤背景值。方儉更拿出在櫪木縣那須町參訪時所拿到的統計資料,多處土壤的銫137更高,高達數千也不乏少數,對方看了他的檢測數字,甚至回應「那還算少」。

方儉因此不滿衛福部急著否認,更批判就是因為衛福部一直不提供完整正確的資料,才讓核災地區食品進口的議題造成社會的爭議與動盪。衛福部應該提供社會大眾科學證據、數據、及專業學理,並認真執行食品輻射檢驗機制,才是真的保護國人健康的作法。

方儉一行人在災區當地的商店與超市,檢測了飯糰、水果、蔬菜、茶等16項食品,每項反覆偵測三次,在扣掉誤差值後,都沒有含10貝克以上的輻射。

「銫137破千的土壤,的確也能種出100以下的作物。」方儉表示,透過刨土、換土、翻土等處理土壤、挑能吸收較少輻射的作物、或藉由在肥料中添加鉀來代換、遮蔽掉銫,或是與無受輻射污染的作物混合、或是再加工來稀釋劑量,災區食物要符合100貝克以下的規定並不難。

「日本災區販賣的食品都能做到零檢出,我們也要。」方儉表示,他們擔憂10至100貝克的輻射食品,在日本「淘汰」後,全流向台灣。方儉更以魚貝等海鮮為例,日本人自己現在多不願意吃,但台灣的海鮮價格卻在下降,是否可能就是從災區流向台灣,應該謹慎看待。

國際里山倡議夥伴關係網絡執行委員會(IPSI),於本月第11次委員會議上接受農委會林務局申請案,以建立台灣里山倡議夥伴關係網絡(TPSI)獲得認同成為會員。里山倡議強調人與自然環境的和諧共生,學者期許TPSI為台灣里山倡議本土論述開啟一扇窗,並與全球分享台灣的里山經驗。

建構台灣本土里山論述  「TPSI」受國際關注

農委會林務局表示,台灣里山倡議夥伴關係網絡(Taiwan Partnership for the Satoyama Initiative, TPSI)是借鏡國際里山倡議及其夥伴關係網絡之運作架構,與東華大學自然資源與環境學系副教授李光中研究團隊合作,透過整合性計畫建立,邀請相關公部門、學術和試驗研究機構、社區和民間團體等實務工作者相關組織、綠色企業等參與台灣里山倡議相關工作,提出未來推動台灣里山倡議的整體策略架構。

李光中表示,「TPSI」結合林務局過去推動水梯田、濕地生態復育的案例為核心,

邀請近年來致力里山倡議,或以實踐里山倡議為目標,以及一些不知道里山倡議,卻做著類似事情的社區或社群等組織加入。

他接著解釋,社區組織是指在特定農漁山村範圍的部落或社區發展協會,有些則是民間團體、學術和試驗研究單位與社區共同協作;社群網絡則如慈心基金會,不限於特定區域,而是以綠色保育標章、有機的理念與作法,與志同道合的社群網絡來實踐和推廣;個人或家庭農場等單位,目前還不是重點邀請對象。

國際間自2010年推動里山倡議,只有日本傾國家之力,於2013年建立國家層級的里山倡議夥伴關係網絡,有組織地推動里山里地里海的保全活用,TPSI是全球第二個案例推動全國性里山倡議網絡的案例,也在2016年「里山倡議機制」(The Satoyama Development Mechanism, SDM)脫穎而出,獲得1萬美金經費贊助;這是繼2013年「舞鶴茶園地景」、2014年「吉哈拉艾文化景觀」之後,再度獲得關注,預計明年於IPSI平台發表。

TPSI於今年開始試行,目前採邀請的方式進行,這與IPSI發展一套入會辦法,並設置執行委員會以及秘書處,處理審核及推廣會員入會的作業方式不同。李光中期待在一兩年的試行計畫後,林務局可以參考IPSI,建立制度性的TPSI運作架構和規範,並以更全面、更整合性的計畫協助推動執行。

效法日本里山選 喚起國人與自然和諧共生

李光中表示,TPSI提供里山倡議核心實務工作者交流觀摩的機會,從中獲得支持與經驗分享;其次,TPSI將全台分為北中南東四個區域,每個區域有其農業生態系統的特色,例如地質、地形、氣候、水文、生態,族群、文化等等,由當地累積的實踐成果和困難等的經驗,將是台灣鄉村地區的農業環境政策以及淺山地區的生物多樣性保育策略的重要參考。

「台灣里山倡議經驗論述的建構,並非討論就能得到結論,而需實踐幾年才能累積。TPSI的推動需要長期投入。」他強調本土論述的重要性,從實踐經驗進而建構論述的工作需假以時日,而且這樣的論述將來自於集體參與和建構,才有意義和效果。

另外,TPSI透過整理、說明、詮釋以及說故事,賦予社區產品意義與價值,有如提供社會大眾綠色消費的地圖。

日本於2015年指定500個必須加以保存的生物多樣性里山里地[1],李光中認為值得台灣效法。他認為這項做法最重要的是,保育鄉村地區生物多樣性棲地、鼓勵農村社區組織的參與,並喚起社會大眾關注和支持里山里地的保全活用。

徵選計畫的過程和結果,也會讓在地社區組織更認識里山倡議的價值和目標,並展現在地環境對應的特色;而徵選出來的社區,也會帶有示範性質。

李光中建議,由於台灣不像日本已建構上千個樣點進行生物多樣性監測,並且行之有年;因此一開始可參考日本的作法,里地里山(里海)的徵選先以30選為目標,喚起公眾和社區組織對里山倡議的認識和認同,未來再逐步徵選更具國家科學監測依據的生物多樣性里山里地(里海)示範地。

兼顧農民生計與生態 慈心以「綠保標章」實務加入會員

此次台灣同獲IPSI接納為會員的還有慈心有機發展基金會,他們與林務局合作發展的「綠色保育標章」,顧及農民生計之餘,兼具維護生物多樣性與永續發展,將得以透過國際平台放送。

目前慈心基金會輔導的案例,包括在台南官田鼓勵農民一期稻作,以插秧替代直播,減少水雉覓食造成的衝突,並以綠色保育標章營造友善水雉生態的農田生態系統;另外,在國家公園及水庫集水區上游的聚落,輔導轉作有機或綠保農法,如翡翠水庫上游的坪林茶葉區,以有機農法改善當地農耕的環境,復育當地台灣特有種翡翠樹蛙的族群。

2015年綠保標章新增規範,申請對象擴及棲地營造方式,全台目前更有186戶、214公頃加入綠色保育標章認證,保育物種增加到35種,棲地營造更有五個案例。

只印了一面的紙,你會怎麼用呢?最常見的作法是當計算紙,但一張一張的既分散、用起來也不方便,回收做成再生紙又要消耗能源與藥劑,對環境也不是很好,於是有人想到一個好辦法:做成全新的筆記本!他們反覆試做,就算只差1公厘也要重做一次,經歷半年實際試用以後,堅固耐用、充滿溫暖手感的高質感筆記本終於誕生……

「我就是看不慣他們這樣剝削代工廠啦!!」

這樣一本筆記本,不僅融合了師傅的傳統技術,背後更蘊含著Hong Brown看不慣大公司對加工廠工人的不合理待遇,想要改善印刷產業醜陋生態的心意。

Hong Brown原本是負責與加工廠洽談訂單的業務,因工作機會認識許多加工廠的大哥大姐。代工產業分工精細,許多公司都是將產品各階段的製作程序外發給不同加工廠,然而多數加工廠沒有自己接單的能力,公司掌握訂單的主導權,硬是壓低付給加工廠的費用。每個加工階段都壓榨一層利潤,然這些利潤卻沒有回饋給客人。

「我就是看不慣他們這樣剝削代工廠啦!」Hong Brown說道。於是,一謙團隊硬是以高於市場平均的價格付給加工廠工人,同時也要求工人認真製作每一本筆記本。Hong Brown不能接受有任何一位支持者對手中的成品感到失望,因此希望每本筆記本的製作過程都要格外仔細。團隊堅持的理念,也成為良性的循環,加工廠工人得以有合理收入,同時製作出來的筆記本品質也更有保障。

不要曲高和寡,這是來自大眾的共鳴

相較於市面上部分「文創商品」會鎖定「特定客群」,這本筆記本是自大眾的共鳴之中誕生。談及「文創產業」,是在「文化」的基礎上設計出具有「創意」的作品。Hong Brown開玩笑地說自家筆記本則是「有創意」、但是「沒文化」(文化底蘊),所以不能稱為「文創商品」!然而,相較於部分文創商品的理念難以親近,這款筆記本貼合大眾的生活習慣,和諧地融入生活場景,如同Grace所說:「設計始終是來自於傾聽人性的需求」。此外,實惠的近乎成本的訂價,亦是Hong Brown對筆記本支持者最直接的回饋。

另外,這本筆記本中唯一比較常被嫌棄不夠美觀的「小黑夾」,其實是一謙團隊最得意的招牌呢!用隨處可見的小黑夾結合書皮結構來夾住回收紙張,正好代表了這款筆記本的精神:資源再生、平易近人、堅固耐用。

每本筆記本都有自己的靈魂

每本「地球好樂」筆記本都有著自己的性格,不只是因為書背下方雷射雕刻的個人化字樣,更是因為內頁可以依據不同需求來更換。一本筆記本,可以是行事曆、塗鴉冊、收支簿、草稿紙,甚至是吉他譜,連最近很「夯」的舒壓「著色本」都可以成為內頁。只要把裝訂邊計算好,就可以任意更換內頁的格式,依使用者喜好,盡情發揮,其樂無比。

這款「地球好樂–回收紙筆記本」,放上募資平台後獲得眾人青睞,迅速達到募資目標。Grace和Hong Brown回想起最一開始,周遭朋友其實並不看好他們的作品,但他們仍決定登上群眾募資平台上,沒想到一呼百應,集結了那麼多有相同理念的朋友。

這些朋友不只提供經費方面的支持,也會提供好點子,集思廣益讓筆記本的功能更完備,例如本子內頁收納名片、發票等的夾層,就是來自其中一位網友的點子。

Hong Brown提到有一位醫生朋友,熱情地「揪團」購買筆記本,現在已找到100多位醫生朋友。因為這款筆記本,讓Hong Brown得以與原本不相識的人們產生情感連結,常讓他感覺:這款筆記本的誕生,就像是眾人推了他們一把。

這款筆記本只是個「開始」

這一次在平台募資成功不只是曇花一現,一謙團隊更致力於吸引更廣泛的客群。募資的產品一開始常會因為創新特質吸引眾人目光,但如何讓產品被常態性地使用,才是在市場上長久存活的關鍵。

秉持著不怕被檢驗的務實態度,Hong Brown和Grace計畫推出更多類型的筆記本,例如推出不同材質、顏色的封面,或是筆記本專屬的布料「書衣」,同時也在找尋不同的通路及合作對象。當然,這款筆記本只是個開始,一謙團隊未來也將推出一系列「地球好樂」的產品,繼續在生活中找靈感,挖掘出更多創意、實用的生活用品。

太平洋中有個廣達百萬平方公里的垃圾帶,遍布塑膠垃圾與海洋廢棄物,重達十萬至百萬噸。怎麼清?當大家都說「不可能」時,柏楊.史萊特(Boyan Slat)決定大膽挑戰。2013年,他提出海洋吸塵器(Ocean Cleanup Array)概念,估計以五年時間清除太平洋垃圾帶。當年,他才19歲。

史萊特離開大學,成立荷蘭海洋潔淨基金會(The Ocean Cleanup)。三年來,在志工與專家的投入與無數次的研究、測試、修正後,海洋吸塵器計畫更見成熟。昨(28)史萊特受經濟部邀請,來台參加國際創新論壇。本報專訪史萊特,請他說明這項史上最大海洋垃圾清除計畫的最新進展。

垃圾比預期多十倍! 清理海廢不能等

中途島信天翁以及海龜胃裡塞滿塑膠垃圾的影像,是一張張殘酷且現實的無言控訴。減少海洋垃圾勢在必行,但不同於一般的海岸淨灘,史萊特直闖海洋,以清除太平洋垃圾帶為目標。

「海洋廢棄物量比之前預估高出十倍,問題刻不容緩,不馬上清除,這些垃圾將成為不定時炸彈,危害海洋生物,更將危及人類。」史萊特語重心長的說。

海洋廢棄物的真實狀況一直是個謎。海洋潔淨基金會出動30艘船並加上飛機,進行超大型的海洋垃圾探險計畫,以更清楚掌握現況。研究資料與試驗計畫,讓史萊特看清任務的艱鉅,他將早期推估的五年延長為十年,且時間可能隨計畫規模與設計再變動。

但即便如此,海洋吸塵器的點子依舊令人驚艷。若以傳統船隻拖網清理海廢的方式估算,得花上79,000年,才能將太平洋垃圾帶清理完畢。因此這項計畫很快地被時代雜誌評選為2015年世界最佳發明之一,史萊特本人則得到聯合國最高階環保勳章的殊榮。

清垃圾也要顧生物  海洋吸塵器持續進化中

不過,許多人擔憂,在海洋吸塵器清除塑膠垃圾時,會不會引來另一場浩劫——例如,捲入海洋生物?而這也是史萊特計畫的核心考量。

史萊特解釋,海洋吸塵器不是使用漁網式的網狀格子去攔截廢棄物,而是使用「漂浮柵欄」(floating screen),所以不會產生鳥或海龜被纏住的問題;浮游生物則會隨海流從漂浮柵欄下方通過,不受影響。

實際測試後,計畫團隊發現,浮游生物不會附著在被攔截的塑膠上,所以目前已取消早期以離心機分離浮游生物的設計。事實上,為了更快、更有效、更安全,海洋吸塵器的設計仍持續進化。史萊特透露,明年4月將發表重大更新。

而除了太平洋垃圾帶,史萊特也將其他四個規模較小的海廢漩渦列為下一階段目標。他同時提出從河道就開始攔截塑膠垃圾的構想。

如此繁重任務,除了靠海洋潔淨基金會來執行,是否能公開研究資料與技術公開,或是讓更多組織也製造海洋吸塵器,以擴大清理規模?對此,史萊特大方表示「是的,我們已經列入考慮評估中。」

消費者支持  海廢清除更永續

對於從海上回收的這些塑膠垃圾,史萊特也有想法。他這次來台,便隨身帶了一副「全球限量」,以海廢塑膠製造的太陽眼鏡。

回收塑膠再製物品並不稀奇,但海廢塑膠卻因其類別混雜、鹽分高、部分甚至附著藤壺等海洋生物,處理成本比一般塑膠廢棄物高出甚多。以台灣為例,國際油價重挫後,塑膠回收商都興趣缺缺。但史萊特卻表示,有上百家歐、美公司等著收購他回收來的海洋廢棄物,理由何在?

史萊特說,除了企業社會責任、企業形象外,使用回收海廢製品還可以得到特定消費者的青睞,對企業來說,也是一種行銷。而這些收益將回饋到清除海洋垃圾計畫,以延續並擴大計畫。不過,海洋吸塵器目前仍在試驗階段,還沒有大量的海廢。所以,想買海廢的廠商還要再等等了,「大概要到2018年初吧!」史萊特估計。

改變全世界  失敗又何妨

無疑地,史萊特走在一條很不一樣的道路上。他曾說,因為個性急,等不及畢業就想完成夢想。他不鼓勵每個人都跟他一樣,但他建議,把解決問題當做新創事業,甚至鼓勵選擇高風險、高報酬的事。

「我也可以選擇加入垃圾廢棄物回收宣傳這樣的計畫,但小計畫即便成功,影響也有限。而海洋垃圾清除計畫一旦成功,將是扭轉世界的大發明。」

至於失敗,史萊特堅定的說,「那又如何?至少,我已經讓世界看見清理海洋垃圾的重要性。」

做一件有意義的事情

高中時去希臘潛水,體認到海洋垃圾問題後,毅然而然從大學輟學,投入海洋垃圾清理計畫。現年22歲的史萊特,已是海洋潔淨基金會執行長,忙碌的生活中,是否還有機會享受潛水樂趣?

「確實,大概一整年都沒潛水了,不過,這週在台灣可能有機會。」而在這趟追尋夢想的過程中,除了辛苦之外,還有什麼收穫?史萊特想了一下說:「能有機會和很棒的人一起工作,做有意義的事。每個人都想把時間花在有意義的事情上,不是嗎?」
